- Notice of Intent to Sole Source: The Naval Supply (NAVSUP) Systems Command, Fleet Logistics Center Jacksonville (FLCJ), FL intends to issue a sole source award utilizing Simplified Acquisition Procedures to Civilian Marksmanship Program (CMP). CMP is the only source that can provide this requirement because they are the only manufacturer of the National Standard Three-Position Air Rifle Rule Book, 12th Edition, 2018-2020 (Stock Number NLU775) that is required for al Cadets participating in the Secretary of the Navy Air Rifle Postal Competition. This guidance is in accordance with Naval Service Training Command Instruction NSTC M-5761.1A. United States Code Title 36 Chapter 407 (36 U.S. Code § 407) established the Corporation for the Promotion of Rifle Practice and Firearms Safety, Inc.; also known as the Civilian Marksmanship Program (CMP). The CMP is a private, federally chartered corporation, tasked with the supervision and control of the Civilian Marksmanship Program. Every other year (even number years), the CMP publishes an updated, copyright protected edition of the National Standard Three-Position Air Rifle Rules to establish a national standard rulebook for Three-Position Air Rifle competitions in the United States. All competition officials, team leaders, coaches and athletes must be familiar with these Rules and ensure that they are followed and enforced. This rulebook is only available for purchase from the CMP. The applicable North American Industrial Classification System Code (NAICS) code that this work falls under is 511130 Book Publisher with a size standard of 1000 employees. This notice of intent is for information purposes only. All sources eligible to provide this requirement must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide this requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, within 3 calendar days after publication of this notice, to the effect that comparable items are available, and that it is more advantageous to the Government than obtaining this product through a sole-source contract, then a sole source acquisition award will be made.
