- SYNOPSIS Annual Maintenance for our Haverly Refinery Systems Linear Modeling Software at EPA NVFEL The U.S. Environmental Protection Agency (EPA), Assessment and Standards Division (ASD), National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, intends to purchase one (1) annual maintenance and support with the option to extend the subscription for up to 4 additional years, to Haverly Refinery Systems lInear Modeling software. The OAR NVFEL SACO anticipates awarding a single firm-fixed-price (FFP) contract to Haverly Systems, Inc. EPA has identified Haverly Systems, Inc. as the only contractor able to meet the requirements of this propriety requirement. EPA requires the purchase of annual software support services for the Haverly Refinery Systems linear modeling software. Several years ago, EPA purchased a Haverly Refining Linear Programming model (LP model), which contains the Generalized Refining Transportation Marketing Planning System (GRTMPS) Linear Program modeling software, H/Express Optimization Software and the GRTMPS Interfacing Modules software. EPA uses this modeling system to conduct in-house studies to analyze the impacts of proposed and existing EPA regulations on the petroleum refining industry. Haverly Systems, Inc., is the only known source authorized to provide maintenance and support to the proprietary Haverly Refinery Systems Linear Modeling Software owned by the EPA. Therefore, the Government intends to solicit with only one source under the authority of FAR 13.106-1(b)(1). This procurement will be conducted utilizing The North American Industry Classification System (NAICS) code is 511210 ¿ Software Publishers with a size standard of $38.5 million in average annual receipts. The contractor shall provide annual support services including software updates to the two (2) Haverly software items listed below. In this annual support service, the contractor shall also provide EPA with diagnostic help for modeling runs/cases that EPA conducts with the Haverly model. This assistance from the contractor will be provided to EPA by phone or email. 1.Generalized Refining Transportation Marketing Planning System (GRTMPS) Linear Program modeling software 2.H/Express Optimization Software This procurement will be accomplished under the simplified and commercial item procedures under FAR Part 12 and 13. Interested firms may identify their interest and capability to respond to the requirements within 15 calendar days of the date of publication of this notice. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered MUST submit documentation to the office identified above. This documentation shall establish the respondent has the ability to meet all the requirements identified above, and shall cite specific examples of previous similar work, including client names and contact information.
