- This is a notice of intent that the United States Office of Personnel Management (OPM) plans to award a non-competitive contract for eGain Email Response Management System (EMS) Support to eGain 1252 Borregas Avenue Sunnyvale, CA 94089. We will conduct this action in accordance with Federal Acquisition Regulation (FAR) Part 13. We intend to issue a Request for Quotation (RFQ) to eGain for the support of the EMS server and award a bridge contract resulting from th RFQ no later than October 1, 2018. The bridge contract will be a firm fixed price contract. The bridge contract will provide support services for six months, not to exceed one year. The purpose of this notice of intent is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not an RFQ. However, all responsible sources may submit a capability statement or quotation, which we will consider. All responsible sources must submit their capability statement or quotations in writing via e-mail to Karen Crisman, Contracting Officer, at karen.crisman@opm.gov no later than 4:00PM eastern time on Thursday, September 27, 2018. We will not consider responses received after this date and time. Verification of receipt of electronic transmissions is the sole responsibility of the respondent. The Government will not be responsible for any costs incurred for capability statements, quotations, or any other documents prepared in response to this notice. We will not issue an RFQ. We will consider any requests for an RFQ as non-responsive. A determination not to compete this action based upon responses received is the sole discretion of the Government. All contractors must be registered in System for Award Management prior to the execution of a contract award. If we do not receive any viable responses, we intend to award a contract to eGain without further notice. Background: The Office of Personnel Management (OPM) Retirement Services (RS) is responsible for the processing of retirement claims, death claim benefits and final storage of Federal civil service retirement and insurance related records. RS receives approximately 1,500 emails daily and has up to 40 staff using an EMS supported by eGain to sort, manage, retain and respond to customer emails. The purpose of EMS is to improve customer service while simultaneously increasing organization efficiency. EMS route emails to the representative best equipped to answer the query, suggest responses and provide real-time and historical reporting.
