- The 42nd Contracting Squadron at Maxwell AFB, AL hereby gives NOTICE OF INTENT TO AWARD A SOLE SOURCE to PROGRESSIVE TECHNOLOGY FEDERAL SYSTEMS, INC. (PTFS) (11501 HUFF CT STE A KENSINGTON, MD, 20895-1043) to provide The Air Force Historical Research Agency (AFHRA) with the PTFS-Knowvation Software and Custom Computer Programming in accordance with (IAW) the attached Statement of Work (SOW). Brief Description of Requirement: The contractor shall code, test, configure, customize, and implement the Knowvation Software to two Lineage and Honors databases (NIPR and SIPR) and one Inquiries database (NIPR) with web interfaces for the AFHRA. Period of Performance: Base Period: 30 SEP 2018 through 29 SEP 2019. Place of Performance: Maxwell AFB, AL. The North American Industry Classification System (NAICS) code is 541511, Custom Computer Programming Services. There will be no written solicitation issued. This is an intent to purchase a sole source procurement under the authority of FAR 6.302-1. This will be a Firm-Fixed Price (FFP) contract utilizing Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The contractor needs to be registered in the DoD System for Award Management (SAM). Register via the SAM website https://www.sam.gov, and also be eligible to process invoices through Wide Area Workflow (WAWF). Register via the WAWF website https://wawf.eb.mil. Those capable of meeting the requirement IAW the SOW are requested to provide the following information in their response: 1) Current capability that demonstrates your company's ability to meet the above requirement, 2) Company name, point of contact, e-mail address, telephone and fax numbers, type of business and size, Cage Code and DUNS number. If no responsible, responsive offers are received by the above date, a sole source contract will be issued to PROGRESSIVE TECHNOLOGY FEDERAL SYSTEMS, INC. under the authority of FAR 6.302-1. Stament of Work 1. PURPOSE The Air Force Historical Research Agency (AFHRA) requires redesigned databases with web interfaces to replace the Inquiries database and the Lineage and Honors database on the NIPRNET, and developing a new Lineage and Honors database with web interface on the SIPRNET that shall interface with the PTFS-Knowvation Software. 2. SCOPE The contractor shall design, code, test, configure, customize, and implement two Lineage and Honors databases (NIPR and SIPR) and one Inquiries database (NIPR) with web interfaces for the AFHRA. The range of services and activities the contractor shall provide include: • database modifications and customizations based on user/admin feedback • data migration from legacy databases to new databases • data clean-up and validation • secure web interfaces for all databases • system/user documentation • user training 3. REQUIREMENTS The contractor shall provide the following services: 3.1. Lineage and Honors Database (NIPRNET) interface with PTFS-Knowvation Software. 3.1.1. The contractor shall develop a secure database web interface using the latest compatible scripting language approved for use by the Air Force and agreed upon by AFHRA's database administrator. The web interface shall be CAC enabled 508 compliant where applicable. 3.1.2. The contractor shall develop a database with the capability to grant additional permissions to in-house users to allow them to input data, edit, and update entries through a web interface. All users must be allowed to only search and retrieve reports through the database web interface. 3.1.3. The contractor shall develop a database and web interface allowing users to search lineage and honors entries through the web interface using criteria such as but not limited to keywords, number, name, type, date, organizational actions, honors or any combination of criteria thereof. 3.1.4. The contractor shall develop a database and web interface allowing users to create the following reports which include but are not limited to: 3.1.4.1. List of all active organizations for various time frames (all current, by year, by month, by customized time frame). 3.1.4.2. Display all expeditionary/provisional units only (all current, by year, by month, by customized time frame). 3.1.4.3. Custom reports allowing users to choose criteria they want displayed. Examples include, but are not limited to a report showing all wings or all squadrons or all groups or all units activated during a certain time frame or all units inactivated during a certain time frame or all inactive units. 3.1.5. The contractor shall migrate data from the current unclassified lineage and honors database to the new unclassified database. The contractor shall clean and validate the migrated data. 3.1.6. The contractor shall install, set-up, and configure the database on the AFHRA's server. 3.1.7. The contractor shall provide user and administrator training with documentation after the database is approved and accepted. 3.1.8. The contractor shall provide telephone support for six months after successful set-up and configuration of the databases to assist in isolating, identifying, and repairing software associated with the database if issues occur. 3.2. Lineage and Honors Database (SIPRNET) interface with PTFS-Knowvation Software. 3.2.1. The contractor shall develop a secure database web interface using the latest compatible scripting language approved for use by the Air Force and agreed upon by AFHRA's database administrator. The web interface shall be CAC enabled 508 compliant where applicable. 3.2.2. The contractor shall develop a secure database web interface using the latest compatible scripting language approved for use by the Air Force and agreed upon by AFHRA's database administrator. The web interface shall be CAC enabled 508 compliant where applicable. 3.3.2. The contractor shall develop a database and web interface with a separate section or page for administrative functions such as but not limited to adding researchers, adding priorities, and adding or updating source codes. 3.3.3. The contractor shall develop a database and web interface allowing users to search by criteria such as but not limited to request number, received date, priority, source code, subject, subject code, decade, last name, first name, agency name, researcher name, date completed, keywords in remarks, or any combination of the fields. 3.3.4. The contractor shall develop a database and web interface allowing users to create the following reports which include but are not limited to: 3.3.4.1. Current backlog 3.3.4.2. Official users by month 3.3.4.3. Official users by date 3.3.4.4. Researcher's Unofficial Monthly Statistics 3.3.4.5. Researcher's Official Monthly Statistics 3.3.4.6. Metrics by month, weekly, or priority 3.3.5. The contractor shall migrate data from the current inquiries database to the new inquiries database. The contractor shall clean and validate the migrated data. 3.3.6. The contractor shall install, set-up, and configure the database on the AFHRA's server. 3.3.7. The contractor shall provide user and administrator training with documentation after the database is approved and accepted. 3.3.8. The contractor shall provide telephone support for six months after successful set-up and configuration of the databases to assist in isolating, identifying, and repairing software associated with the database if issues occur. CONTRACTUAL REQUIREMENTS 4.1 Reserved 4.2 Place of Performance Installation, set-up, configuration, and testing of the databases on the AFHRA's servers, along with training, will take place at: Air Force Historical Research Agency 600 Chennault Circle Bldg 1405 Maxwell-Gunter AFB, AL 36112 4.3 Government Furnished Property The contractor shall have access to the AFHRA servers on the NIPRNET and SIPRNET where the databases will be hosted, provided that all security clearances are approved and current at the time of work.
