- Price List Tax Relief Form Reps & Certs Evaluation -Commercial Items Instructions to Offerors Clauses (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-100 dated 22 August 2018. (III) The solicitation number for this acquisition is W912PA-17-Q-0046 and is being issued as a Request for Quotations (RFQ). (IV) Interested offerors must be registered in the System for Award Management (SAM). Firms can register via the SAM internet site at https://www.sam.gov (V) The associated North American Industry Classification System (NAICS) code for this procurement is 334111. This solicitation is an unrestricted procurement. (VI) The Key Tracking and Control System must have lockable drawers and key fobs with positive control with a windows based PC using biometrics (Finger print scanner) and/or CAC card reader for accessing the keys from the drawers. System must track all system actions and user interactions and deny access to unauthorized users. System must secure keys in such a way as to make them either inaccessible or locked in place with integrated secure key rings. Systems must be metal construction with full metal doors constructed of not less than 16 gauge steel. The Electrical requirements is 220 VAC. System must be stand-alone (CoN will not be needed). The system must be a single controlle r key tracking system capable of securing at least 5000 keys, delivered to Overseas European location. Systems must occupy a space of no more than 4 meters long, 1.5 meters deep, and 2 meters high and must be modular and expandable. On-site Training and Installation OCONUS. Training to be provided to not more than 5 employees on the complete usage of the Key System and its capabilities, within 5 working days after complete installation of the key systems for each delivery location. One (1) year Warranty for software support and hardware support including parts, labor and software modifications. Testing, adjustment and debugging of system at installation. This will be an OCONUS delivery, FOB DESTINATION, to Belgium and The Netherlands. All labor and materials must be deliver, assemble, and install all items to 405th AFSBn, Building B, Eygelshoven Kaserne Netherlands and designated building at Zutendaal Belgium APS site. This is a brand name or equal acquisition in accordance with FAR 52.211-6. The Key Control System or equal item must been the salient characteristics idenfied above. (VII) The delivery date for this equipment is 60 days after the date of contract award. Offerors will submit their quote on the attached Price List consisting of one (1) page. (VIII) FAR 52.212-1, Instructions to Offerors - Commercial Items, does apply to this acquisition - see attachment. (IX) FAR 52.212-2, Evaluation - Commercial Items, does apply to this acquisition - see attachment. (X) Offerors must include a completed copy of FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, with their quotation. (XI) Offerors must include a completed copy of 252.229-7001 TAX RELIEF (SEPT 2014), with their quotation. (XII) FAR 52.212-4, Contract Terms and Conditions - Commercial Items, does apply to this acquisition. (XI) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, does apply to this acquisition. (XII) The clauses and provisions listed on attachment entitled "Clauses and Provisions" are incorporated and are to remain in full force in any resultant contract.
