- Department of Veterans Affairs (VA) is contemplating an Industry Day event tentatively scheduled for Tuesday, October 16, 2018 beginning at 8:30AM EST at VA s Technology Acquisition Center located in Eatontown, New Jersey. This is a request for information only. Do not submit a proposal or quote. This event will focus on Mobile Lifecycle Managed Services. VA is considering moving toward the use of a managed service for all its approximately 87,000 mobile devices. VA contemplates moving from a set of separate contracts for mobile devices and mobile management with Office of Information (OI&T) staff managing the receipt of device requests, provisioning, management of the devices, troubleshooting, logistics and decommissioning of the devices to a complete Mobile Lifecycle Managed Solution. Existing contracts include the telecom services for all of the devices, to include the diverse geographic requirements for smartphones, flip phones, pagers, and mobile hotspots, voice and unlimited data (no throttling) for every applicable device as well as Enterprise Mobile Management (EMM), which provides management, visibility, application delivery, application security scanning and remediation, compliance, PIV-D, and Certificate Based Authentication. VA is conducting market research seeking information on a Mobile Lifecycle Managed Solution, a single managed service provider to provide complete lifecycle management of all of VA mobile devices. Mobile Lifecycle Managed Services include all telecom, provisioning, EMM services, security components, troubleshooting and ownership of the devices themselves. See Attachment A for a list of VA facilities. VA also employs telework/virtual users who currently utilize mobile devices. VA has a variety of users that include appointed staff, executive staff, administrative, medical, cemetery, benefits and a variety of other users that fulfill VA s mission. Users technical knowledge and capability varies from highly technically competent to requiring detailed step-by-step instructions for deploying devices and remediating usage issues. The Mobile Lifecycle Managed Solution requirement encompasses all responsibility for supporting VA s mobile devices, which includes 24x7x365 mobile device support through the entire mobile lifecycle for all VA locations. With respect to information security considerations, VA requires proper disposal of the mobile devices and data once the devices are turned in (e.g., in the event of technology refresh or decommissioning). Additionally all VA security requirements (VA 6500), applicable NIST controls for servers, end user devices, disposal, certificate based authentication/PIV-D, and TIC 2.0 compliant for any cloud components must be met as part of the Mobile Lifecycle Managed Solution. VA will review responses to this RFI and extend invitations to potential offerors at the discretion of VA s mobile device subject matter experts. The following questions must be answered and must include actual numbers of devices, clients and geographic locations in order to be considered for inclusion in the Industry Day event. Discuss your company s role demonstrating the capability and experience in performing the tasks associated with the requirements stated in the above described Mobile Lifecycle Managed Services Solution business name and address; name of company representative and their business title; category of your business given NAICS 541512 i.e. Large, Small (if small, state your category, i.e., 8(a), Service Disabled-Veteran Owned Small Businesses, Veteran-Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, etc.); and contract vehicles that would be available to the Government for the procurement of the product and service, to include General Service Administration (GSA), NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency-Wide Contract. Based on the geographic diversity, the number of devices, technical knowledge of users, and 24x7x365 operation, telecom responsibility, please describe the process from receipt of request for 1) New Device 2) Refresh of a device 3) Troubleshooting a device. Please include the following: Turnaround time from receipt of request Weekend and evening support Number of touches a user would be required to perform to have their device fully functional (must include VA s required applications and certificate-based authentication (VA is PIV only- so user has NO password) PIV-D/Certificate Based Auth) Security Configuration for Devices (including automated application vetting) Secure Mobile Workspace Approach to helping users with a variety of technical skills Please describe either a current program you support, or past performance, where you have managed a similar number of devices across a large geographic area. Please be sure to include numbers of users, devices, services provided and number of sites. Please demonstrate your ability to generate large reports designed to satisfy standards compliance reporting? Please give brief details and examples relevant to HIPAA, PCI and others Please show where (as of the current date) you do business as a function of the percentage of revenue adding up to 100% (US, Canada, Latin America, etc.) Please describe your ability to partner with multiple telecom carriers to provide service to a variety of geographic areas, including the continental United States, Puerto Rico, Guam, Saipan, America Samoa, Philippines and Hawaii. Please describe capabilities to provide service such as AT&T First Net or Verizon Private System Private Core which is defined as a system that gives priority to designated lines identified for use as First responders, medical and emergency personnel (not to be confused with wireless priority service) on the wireless network and maintains that priority during disasters or network saturation. Please describe how you will ensure compliance with VA policy and Federal law and decrease overall risk to VA. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government will not pay for the information submitted in response to this RFI. The responses to these questions are due no later than 3:00PM EST on October 2, 2018.
