- NAVAIR NAWCAD Lakehurst intends to enter into a firm fixed price sole source delivery order with Teradyne Inc. of North Reading, MA for a quantity of 17 NAVAIR Configuration High Speed Subsystems (HSS) P/N 3994AS6800-01 each of which consists of one (1) each of the following part numbered items from Teradyne's commercial High Speed Sub-Systems (HSS) product line: High Speed Subsystem-Ancillary Kits (AK) (Teradyne P/N 618-493-01) and I2 and direct Connect Wrap Plugs (Teradyne P/N 618-807-06). The Government intends to procure this equipment under the authority of 10 USC 2304©(1) as implemented by the Federal Acquisition Regulation Section 6.302-1. The government has invested significant software integration man-hours in developing system self-test and asset communication software that are specific to the NAVAIR configuration of the Teradyne HSS. Additionally, the fielded Teradyne HSS provides a common solution that is shared across multiple weapons systems platforms thereby reducing operation and sustainment costs by eliminating the need for multiple logistics trails that are maintained by different program offices. Moreover, the costs associated with conducting a competitive procurement for an alternate HSS solution, along with the actual design, development, fielding, testing, and integration of that system would not be recouped through competition. Teradyne possesses proprietary data rights to their HSS thus the government does not have sufficient technical data to conduct a competitive acquisition.
