- PUBLIC NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER General Information Document Type: Purchase Order Posted Date: 09/27/2018 - 10/12/2018 Contracting Office Address Department of Commerce, NOAA, National Marine Fisheries Service, Auke Bay Laboratories, Ted Stevens Marine Research Institute, 17109 Pt. Lena Loop Rd, Juneau, AK 99801. Description The National Marine Fisheries Service (NMFS) intends to issue a sole source award utilizing Simplified Acquisition Procedures to acquire urgent maintenance and repair services for the primary saltwater pumps for the Ted Stevens Marine Research Institute in Juneau, AK. SINGLE SOURCE DETERMINATION USING SIMPLIFIED ACQUISITION PROCEDURES (SAP) FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD (AUTHORITY: FAR 13.106-1(b)(1)) Description of supplies or services required to meet agency needs The vendor is being asked to evaluate the two Goulds model 11CLC 4 stage vertical turbine pumps and rebuild those pumps to factory tolerances. This will require replacing components including the pump shaft, taper locks and bearings as well as repairs and machining of existing components which may include welding of new material to the casting then machining the surface back to within tolerances. It is estimated that the cost to rebuild these pumps will be less than $50,000. Identification of the single source ASC Pumping Equipment, 19960 West 161 St., Olathe, KS 66062 Supporting rationale Only one source or brand name is reasonably available as detailed below: Brand Name - This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. We are making repairs to an existing pump system. It is in the best interest of the government to make repairs to this system, rather than to modify the system to fit a different manufacturer's components. Modification would be costlier than repair, and may result in delays. These pumps supply saltwater to our lab facility. It is imperative that the system be returned to operation as soon as possible. Compatibility to existing systems or equipment - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement. Currently we have two Goulds model 11CLC 4 stage vertical turbine pumps. The pump assembly is over fifty feet long with a motor assembly on top that is designed to support the weight of the shaft and pump impeller assembly. We need the pump assemblies to be rebuilt to the exact tolerances specified by the manufacturer. Adapting another manufacturer's pump to our housing would cause delays and possibly result in problems down the line. Urgency - The nature of the requirement has been deemed urgent due to unusual and compelling circumstances. Following competitive procedures would result in unacceptable delays resulting in serious injury to the Government. Our facility has four seawater pumps. We misdiagnosed the problem with the pumps and when two pumps were pulled for repair, we found that our problems were much more extensive, and that it if very likely these same problems exist on the remaining working pump. We reached out to the vendor who supplied the OEM parts that were to be used for repairs to help us troubleshoot. This vendor is in a position to quickly evaluate, diagnose, and repair the pumps. These pumps are essential to our operations. We utilize saltwater for the animal studies in our labs, as well as to heat the building. While we can heat the building using an alternative source, if we lose another pump we risk killing the animals and losing all our research. It is urgent that we make immediate repairs to the pumps. This solicitation will take two pumps with interchangeable parts to create one working pump, then replace parts for the second pump in order to get a working pump back to us as quickly as possible. This Notice of Intent is not a Request for Quotes. This notice of intent is for information purposes only, therefore, no solicitation will result from this announcement. All sources eligible to provide this supply must respond in writing, response must be supported by clear and convincing evidence to clearly be able to provide services for products outlined above. A request for documentation will not be considered an affirmative response. If no responses are received, within 15 days after publication of this notice, to the effect that comparable products are available, and that it is more advantageous to the Government than obtaining these products through a sole-source contract, then a sole source acquisition award will be made.
