- C2 CDRLs Part 2 C2 CDRLs Part 1 JETSS Training Upgrade Statement of Work Counterspace C2 Sustainment Statement of Work This notice of intent to solicit and negotiate with only one source is) issued by the Space Superiority Systems Directorate (SMC/SY) at the Air Force Space & Missile Systems Center (SMC). The SMC/SY Directorate seeks to solicit and award a contract modification to General Dynamics under contract FA8819-08-C-0050 for the continued sustainment and development of the CSC2S System. Please note that this is not a request for competitive proposals. However, interested parties who believe they can meet the requirements detailed in the attached CSC2S Statement of Work (SOW) are encouraged to provide a Statement of Capabilities (SOC). For planning purposes, the required work start date is 1 Dec 2018. The SOC shall not exceed ten one-sided pages in length, must be compatible with MS Office 2013 or PDF format, with a font no smaller than twelve point and shall directly address the interested source’s capability of performing the requirements defined in the draft CSC2S SOW documents. The Contracting Officer will provide appropriate classified requirements documents that interested sources are required to utilize in their SOCs. All interested sources that submit an SOC shall receive confirmation of receipt the SOC has been received within 2 business days. If confirmation of receipt is not received, interested sources are encouraged to contact the Contracting Officer by the telephone number listed above. This is not a small business set-aside. The NAICS code is 541330 and the size standard is $38.5M (for Military and Aerospace Equipment and Military Weapons). This presolicitation is issued solely for information and planning purposes. It does not constitute an RFP or a promise to issue an RFP in future. As stipulated in FAR 15.201(e), responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the Government to form a binding contract. This notice does not commit the Government to contract for any services or supplies. Further, we are not seeking proposals at this time. Interested sources are advised that the Government will not pay for information submitted or for administrative costs incurred in responding to this notice. All costs associated with responding to this notice will be solely at the responding source’s expense. Any statement of capabilities submitted by interested sources in response to this notice constitute consent for that submission to be reviewed by Government personnel, Federally Funded Research and Development Center (FFRDC) employees, and support contractors (AT&T, and Science Applications International Corporation (SAIC)) unless the respondent objects clearly in writing to the release of this information to FFRDC employees and/or support contractors in an accompanying cover letter. The statement of capabilities and all related communications that contain proprietary information should be marked as such. No classified information shall be submitted without prior coordination with the Contracting Officer and the SMC/SY security office points of contract, Mr. Stephen Taylor, SMC/SYS, at stephen.taylor.2@us.af.mil, (310) 416-1618, and Ms. Qiana Winn, SMC/SYS, at qiana.winn.1.ctr@us.af.mil, (310) 416-1524. Col Trent Tuthill ( trent.tuthill@us.af.mil, (310) 653- 1786, has been appointed as an ombudsman to facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, Contracting Officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested source to another official who can resolve the concern. Before consulting with the ombudsman interested sources must first address their concerns, issues, disagreements, or recommendations to the Contracting Officer for resolution. Consulting the ombudsman does not alter or postpone the timelines for any other processes. If resolution cannot be made by the Contracting Officer the interested source may contact the ombudsman. The ombudsman has no authority to render a decision that binds the agency. Do not contact the ombudsman to request information, including copies of documents, or to clarify technical requirements. All such inquiries shall be directed to the Contracting Officer.
