Description
NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), NOAA Ship Nancy Foster requires the Ship Service Diesel Generator (SSDG) upgrade from Woodward EGCP-3 generator/shore power controls to Woodward easYgen-3500XT (generator) & LS-5 (shore power) controls. Market research shows that the existing EGCP-3 control units are obsolete and are becoming increasingly costly to maintain or replace. This is a mission critical piece of equipment and the new equipment will be a direct upgrade replacement from the existing one. The service will performed on the USCG Pier P, Old Navy Base, North Charleston, SC. This pier is located within the Federal Law Enforcement Training Center (FLETC) which has security access protocols. The product and services will be provided by Governor Control Systems located 3190 SW 4th Avenue Fort Lauderdale Florida, 33315 USA Woodward is the Original Equipment Manufacturer (OEM) EGCP-3 generator/shore power controls onboard the NOAA Ship Nancy Foster. Woodward authorizes Governor Control Systems (GCS) to sell and service their products on the South of the USA. Therefore the government intends to negotiate directly with Governor Control Systems in order to avoid unnecessary mark ups, delay, warranty, and delivery issues. The requirements are as follows: Provide and deliver, installed and provide complete integration to NOAA Ship Nancy Foster the following: Qty (3) easYgen 3500XT/P2 units. Qty (1) LS-5 unit w/ display QTY (1) LS-5 unit without display ESENET part number 8445-1044. Mounting plates to properly mount to switchboard. Provide all materials, wire, fasteners, etc to accomplish installation and integration. Provide services to accomplish integration w/ ship's vessel control and monitoring system as well as update all control and monitoring drawings/documentation Accomplish integration of new equipment into the IVMC & HMI. Update all drawings as necessary. New drawings shall be delivered no later than 20 working days after completion of work. Cover all unused openings or gaps in switchboard. Restore integrity of any bulkhead wire penetrations to satisfaction of ABS surveyor. Coordinate ABS surveyor to witness operational testing of generator controls. Attend a four (4) hour sea trial. Provide as-built documentation within 15 calendar days after completion of work. The Government is not aware of any other authorized vendors that can provide this specialized service while also meeting all of the requirements/concerns listed above. The Government intends to acquire this parts and services under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly with GCS under the authority of FAR 13.106-1(b)(1)(i). The North American Industry Classification Code (NAICS) for this acquisition is 336611, Ship Building and Repairing with a business size standard of 1250 employees. This is not a solicitation for competitive quotes. However, if any interested party that is an authorized service provider of Woodward and can also provide the above requirement, at no additional mark ups, without compromising manufacturing, delivery and warranty may submit a statement of capabilities, which if in timely received, will be considered by NOAA. A statement of capabilities must be received by 5:00pm EST on October 05, 2018. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required item. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to Alexander Cancela at alexander.cancela@noaa.gov by 5:00pm EST on October 05, 2018.
