Description

NOTICE OF INTENT TO AWARD SOLE SOURCE - THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATION. This is a notice of intent to award a sole source contract out-of-scope modification under Federal Acquisition Regulation (FAR) 13.106(b) Soliciting from a Single Source. The reference contract is 36C26118P0042, for medical gas maintenances in Hawaii. Network Contracting Office (NCO 21) plans on negotiating a contract extension with the incumbent contractor, Holden Hospital Supply, Inc., from October 1, 2018 through March 31, 2019, to allow additional time for the establishment of a five year contract for the services. Interested parties may identify their interest and capability to respond to the requirement or submit a quote. This notice of intent is not a request for competitive quotations. However, all quotes received by the appointed due date will be considered by the Government. A determination by the Government not to compete this extension of services is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The justification for the single source requirement is as follows: The requirement is to provide daily monitoring services and testing on high-tech medical equipment that utilizes medical gases. Daily inspection is required to ensure the equipment is functioning properly, has sufficient medical gas, and does not present any safety hazards through leaks to the hospital. The requirement is also to respond to emergency requests within one (1) hour of notification. The incumbent contractor, Holden Hospital Supply, Inc., appears to be the only contractor on the island of Oahu in Hawaii capable of providing the required services. The frequency of the need precludes the ability of medical gas contractors located outside of Oahu from being able to meet the requirement. Market research has been conducted, and a sources sought notice was posted on www.fbo.gov. Only one company responded to the sources sought, and that response indicated the company does not presently have staff in Hawaii to provide the service. Since the service requirement is daily, only sources who have staff on the island who have the required licenses and training are capable of providing the service. Given the inability to find other sources presently available to provide the service, it is in the government s best interest to extend the services of the referenced contract. In the meantime, market research will be ongoing and the requirement for the long-term contract beginning on or around April 2019 will be synopsized on FBO.gov, so that interested vendors can put resources in place to be able to provide the service at that time.
