- Description
- This action was awarded as an 8(a) Sole Source Set-Aside under the authority of section 8(a) of the Small Business Act. In accordance with these specifications the Contractor shall supply all plant, labor, materials, appurtenances, heavy equipment, shop facilities, supervision, tools, staging, scaffolding and any other items necessary to complete the herein detailed dock replacement near the boat ramp area of the Abiquiu Lake Project. The Contractor shall remove the existing damaged launch dock located south of the Abiquiu Lake Boat Ramp, and provide and install a new fully functional floating 10' x 60' launch dock with 4' x 24' ADA compliant gangway. Specifically, the Contractor shall: 1.Remove the old/damaged dock a.The Contractor shall provide all hand tools, equipment, and licensed equipment operators as necessary to remove existing dock from Abiquiu Lake (10' x 60' launch dock of similar design to new) and place on USACE trailer for transport away from the installation site. Should removal require a crane, the Contractor shall provide a licensed crane operator, determine whether the lift is considered a critical lift, and provide a lift plan in the Accident Prevention Plan as required by EM 385-1-1. All delivery, removal, and installation actions shall be coordinated with the Lake Manager a minimum of ten (10) days in advance. 2.Construct the new dock a.Frame. The new dock shall have a 17.5" deep galvanized steel frame box truss design, and all structural members (side chords and ends) shall be a minimum of 2" x 2" x 0.25" galvanized steel angle. All other members shall be minimum 1.5" x 1.5" x 0.1875" galvanized steel angle. All steel components shall be hot-dip galvanized after fabrication. b.Decking. The Contractor shall provide and install new wood polymer composite 2" x 6" transverse decking attached to the frame on 2' maximum spans. Decking shall sit between 19" and 22" above the waterline. c.Floats. The contractor shall provide and install new floats bolted firmly to the dock frame below the decking floor. Floats shall be roto-molded polyethylene shell (minimum nominal wall thickness 0.15") with polystyrene block molded inside the shell. d.Fendering System. The new dock shall have a fendering system that includes, at a minimum, a double row of 3" x 12" treated lumber around the perimeter of the dock. e.Bumpers. The Contractor shall provide and install corner bumpers on the outside corners and cushion bumper along the perimeter of the dock. Side bumpers shall be Cruiser Cushion Bumpering System or approved equal mounted on the perimeter fendering system of the dock. The Contractor shall also provide one additional replacement Cruiser Cushion bumpering system or approved equal cushion bumpering system with installation hardware. f.Mooring Devices. The Contractor shall provide and install a minimum of 8 cleats properly spaced around the outer top-edge of the new dock. Cleats shall be 12" galvanized steel boat cleats. g.Loading Requirement. The new dock shall be rated for a minimum of 25 pounds per square foot live load. 3.Deliver and install the new dock a.Delivery. The Contractor shall provide all shipping, handling, and freight necessary to deliver and install the new dock to the launch location at Abiquiu Lake. b.Existing Anchors for Reuse. The Contractor shall install the new dock per manufacturer's recommendations. There are two (2) existing 500lb mushroom anchors spaced approximately 100' feet apart with 100' of ¾" cable attached, and approximately 200' of 5/8" cable attached to shore columns. In the event that the new dock is not compatible with the existing anchoring system, the Contractor shall install a new anchoring system with all appurtenant cables, anchors, shore columns at the Contractor's expense. The newly installed dock shall float evenly on the water surface. c.Winches. The Contractor shall provide and install two (2) new LM 16 Wintech winches, or approved equal. Winches shall have a 16" wide drum, two-speed gear system, and shall be elevated on a stand with a multi-directional fairlead. 4.Deliver and install ADA-compliant gangway to connect launch dock to shoreline a.Delivery. The Contractor shall provide all shipping, handling, and freight necessary to deliver the gangway to the launch location at Abiquiu Lake. b.Gangway. The Contractor shall provide and install an ADA-compliant 4' x 24' galvanized steel frame gangway. The gangway shall have composite decking to match the new dock and all necessary rollers, treadplates, wheels, and bridge floats necessary for operation per the manufacturer's recommendations. The Contractor shall appropriately secure the gangway between the shore and the new dock.
