- Limited Source Justification Project Title: Task 5 - Application Modifications and/or Enhancements: 5.1 - Conversion of the TSAR Web Application (Option Year 1) and Task 5.2 - Maintenance of TSAR Web Application (Option Year 1 through Option Year 4) Description of supplies or services: The following task is added to the above task order in order for the web application to be compliant with the Chief Information Officer's mandate. The below language is paraphrased from the revised PWS. Task 5.1 - Conversion of the TSAR Web Application (Option Year 1) The Contractor shall configure a TSAR COTS solution to meet the specific needs of the program. Specifically, the Contractor shall convert the TSAR web application from ColdFusion to an approved Department software solution. The new web application must contain the same functionalities as that of the current web application-no exceptions will be granted. What this entails is every functionality that is present in the current web application must also be present in the new web application. The contractor's work shall proceed according to an Agile Development Methodology. This work will begin with the establishment of system requirements. The contractor shall initiate developmental work upon approval of the project proposal, and proceed according to Agile Development Methodology. The contractor will meet with the ED staff in order to demonstrate steps along the development process and obtain feedback. During any development iteration longer than two weeks in which the development team does not present, demonstrate or otherwise engage ED staff, the contractor shall schedule a meeting between the PM and ED staff in order to provide a status update. By June 2019, the contractor shall deliver a completed system that meets all of ED's requirements, that has been tested and approved by ED, and that has obtained all required accreditation and certification approvals. Task 5.2 - Maintenance of TSAR Web Application (Option Year 1 through Option Year 4) The contractor shall maintain and provide enhancements on the website. COR will approve all enhancements prior to implementation. The contractor shall maintain the website and shall ensure the TSAR web site is operating smoothly 24 hours a day, 7 days a week. The estimated price is as follows: 1) task 5, migrate current cold fusion system to an approved Department software solution.
