- Page 2 of 2 THIS IS A PRE-SOLICITATION NOTICE SYNOPSIZING AN UPCOMING COMPETITIVE SOLICITATION SATISFYING THE REQUIREMENTS OF FAR 5.201 AND 5.203. A REQUEST FOR QUOTE WILL BE POSTED APPROXIMATELY SEPTEMBER 2018. This Requirement initially synopsized under announcement 36C10G18Q9129. This announcement can no longer be modified so is being continued under 36C10G18Q9155. The Department of Veterans Affairs (VA), Office of Acquisition Operations, Strategic Acquisition Center (SAC), located at 10300 Spotsylvania Ave. Suite 400, Fredericksburg, VA 22408 will be posting a solicitation for commercial custom programming of a web-based training simulation designed to train clinicians in the administration of the Clinician Administered Post Traumatic Stress Disorder Scale for DSM-5. To effectively meet mission requirements, VA clinicians require training though simulations incorporating mature levels of interactive virtual patient technology and artificial intelligence. In addition to providing the training simulation the contract will provide for web hosting of the training on the vendor s or vendor provided site, maintenance of the training simulation, and training data analytics. The scope of work includes all management, supervision, labor, materials, supplies, equipment, certification, licenses, or other resources necessary to execute the contract. The work will be predominantly performed at the selected vendors facility. The contract is anticipated to be a five-year effort (a base year plus 4-1 year option periods) with the training simulation fielded in the first 12 months, a major simulation upgrade in the second year approximating a similar level of effort to the base year, and project management, web hosting, and maintenance of the training simulation in years three through five. The NAICS code for this procurement is 541511 (Custom Computer Programming Services) with a small business size standard of $27.5M. This project will be 100% set-aside for Service-Disabled Veteran-Owned Small Businesses. Offerors will be required to be registered as a Service-Disabled Veteran-Owned Small Businesses in the Vendor Information Pages (VIP) Database (http://www.VetBiz.gov) prior to the closing of the intended solicitation. Any quote not meeting this requirement will be considered non-responsive and will not be evaluated.
