- Statement of Work 3 STATEMENT OF WORK GENERAL INFORMATION 1. Title of Project: ELISA SYSTEM FOR TB-GOLD TESTING 2. Purpose: Requesting the procurement of ELISA system through purchase agreement. 3. Scope of Work: The contractor shall provide an ELISA instrument with FDA approved TB-Gold testing capability. 4. Background: Currently Tuberculosis is diagnosed by TB skin test and reactive patients are returned to the lab for another test that is sent to a reference laboratory. Newer CDC guidelines recommend that Quantiferon TB-Gold be used for diagnosis and monitoring of Tuberculosis. 5. Performance Period: Period of performance is for one (1) base year to include initial purchase of equipment and reagents/consumables, and four (4) option years for reagents/consumables and service/maintenance. 6. Type of Contract: This is a firm fixed-price contract. B. GENERAL REQUIREMENTS All written deliverables shall be phrased in layperson language. Statistical and other technical terminology shall not be used without providing a glossary of terms. C. TASKS, DELIVERABLES/SUPPLIES 1. Required characteristics for ELISA instrument: Must be compatible with Quantiferon TB Gold + Must be an open system that will permit additional test panels as required. Must utilize disposable pipette tips and cuvettes to avoid contamination Must have an auto-pipettor Must include incubator Must include bar code reader Must be compatible with multiple specimen types Must be compatible with multiple tube sizes Must include all ancillary accessories (CPU, monitor, UPS, printer etc.) Must provide all validation materials and support Must be able to interface with VistA via Data Innovations Instrument Manager Must be able to provide emergency service response within 24 hours of call Must fit within a 30 x 60 footprint. 2. Desired, but not required, characteristics for ELISA instrument: Prefer a smart system with learning recovery system Prefer a system capable of data reduction Prefer a system that can interface with Data Innovations EP Evaluator 3. Training must be provided for both the ELISA instrument and TB Gold testing. CONFIDENTIALITY AND NONDISCLOSURE It is agreed that: 1. The preliminary and final deliverables, and all associated working papers, application source code, and other material deemed relevant by VA which have been generated by the contractor in the performance of this task order, are the exclusive property of the U.S. Government and shall be submitted to the CO at the conclusion of the task order. 2. The CO will be the sole authorized official to release, verbally or in writing, any data, draft deliverables, final deliverables, or any other written or printed materials pertaining to this task order. No information shall be released by the contractor. Any request for information relating to this task order, presented to the contractor, shall be submitted to the CO for response. 3. Press releases, marketing material, or any other printed or electronic documentation related to this project, shall not be publicized without the written approval of the CO. E. CONTRACTOR SECURITY REQUIREMENTS This contractor requires no access to CTVHCS or any VA information system. The instrument will be interfaced to the CTVHCS information system. There will be supervised access when the contractor is physically present for technical support, service calls, and scheduled preventative maintenance. NO VA DATA OF ANY TYPE SHALL BE TRANSFERRED FROM THE VA. G. RECORDS MANAGEMENT All records (administrative and program specific) created during the period of the contract belong to Central Texas Veterans Healthcare System (CTVHCS) and must be returned to CTVHCS at the end of the contract.
