Description

INTENT TO AWARD SOLE SOURCE The Naval War College has a requirement HPTI Assessments. Under the authority of 10 USC 2304(c) (1) pursuant to FAR 13.106-1(b)(1)(i), the product or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. HPTI ASSESMENTS with OPTION YEAR High Potential Trait Indicator (HPTI) Assessment Solutions, Electronic Reports. Includes the Following: Thomas Hub Site License, Thomas Hub Administration. Online Training, Thomas Self-Directed Development Guide for Each Student, Thomas HPTI Slide Deck for 45 Minute Lecture, Annual Support and Two Hours of Consulting from Thomas Senior Consultant. Quantity: 400 each (base) Period of performance: Date of award to 30 September 2019. (base) Quantity: 400 each (option) Period of performance: Date of award to 30 September 2019. (option) As evidenced in the sole source justification provided by the requiring activity there is only one contractor that has the specific product that meet the peculiar requirements of this contract. HPTI Assessments is the intellectual property of Thomas International, Inc. and cannot be obtained by other means. It is the professional judgment of the professor leading this effort that HPTI Assessments is the best tool available for the achievement of these objectives. HPTI Assessments and Reports online administration, interpretation and individual report to all incoming officers attending the NWC the senior course throughout the entire academic year, to include November, March and June graduates. Additionally, faculty and others will take the assessment in support of the course The Contractor identified is Thomas International, Inc. The period of performance will be from date of contract award to 31 December 2018. The NAICS code is 611430 and the small business size is $11M. All responsible sources may submit a proposal, capability statement or quotation which shall be considered by the agency.
