- The USACE, Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to Mobile Boundary Hydraulics, PLLC 240 Scott forge Road, Hot Springs, AR 71913-8540, for services requiring the contractor to add a localized dredging volume deposition feature to the HEC-6T software for the improved simulation of dredging alternatives. The contractor will renew the ERDC HEC-6T software license; establish a new version of the HEC-6T software which includes the localized dredging deposition features; work with ERDC CHL to resolve current bugs in the Mississippi River model application. ERDC CHL has used HEC-6T for the past 10 years. HEC-6T is a proprietary software package. Use of different software will not be able to meet the project requirements. The development of an equivalent software functionality from the existing one-dimensional sediment transport modeling source code available to CHL would require roughly a year of effort. The HEC-6T software has successfully met all the requirements for CHL up to this point. There is no indication this will change in the future. Purchase of the software directly from the developer/owner is the least expensive and most reliable manner. This procurement action is exercised as sole source under statutory authority set forth under FAR 13.106-1(b)(1)(i). This Notice of Intent is for information purposes only. The Government intends to procure from only one source under the authority of FAR 13.106-1(b)(1)(i). This is not a request for competitive proposals and no solicitation is available. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 541330, Engineering Services, with a Small Business Size Standard of $15,000,000.00. This notice of intent is for information purposes only. All sources eligible to provide this requirement must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the supply as outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received by the deadline, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining this product through a sole source contract, then a sole source acquisition award will be made. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. Interested parties may submit their capabilities statement for consideration by the Government to Robyn.D.Wells@usace.army.mil.
