Description
COMMUNICATIONS WITH INDUSTRY LYNDON B. JOHNSON SPACE CENTER ORION MAIN ENGINE (OME) CONTRACT The NASA Johnson Space Center (NASA/JSC) plans to conduct a Virtual OME Contract Industry Day in order to facilitate open communications with industry. Industry Day will be held on October 16, 2018, from 10:00 a.m. to 11:00 a.m. via Skype Web Conference. One-on-one meetings with the procurement development team will also be offered following the Virtual Industry Day. OME CONTRACT DESCRIPTION: NASA is currently developing the Orion Multi-Purpose Crew Vehicle. The spacecraft is intended to carry a crew of four astronauts to destinations at or beyond low Earth orbit. Orion has two main modules: the Crew Module and the European Service Module (ESM). The ESM serves as Orion's primary power and propulsion component until it is discarded at the end of each mission. The main engine for the first mission, Exploration Mission 1 (EM-1), is a repurposed Space Shuttle Orbital Maneuvering System Engine (OMS-E) that has flown before. NASA will continue to fly the OMS-E for EM-2 to EM-5. For EM-6 and beyond, a new engine, the OME, will replace the OMS-E. The scope of work for the OME contract will include the development, build, testing, and delivery of the initial production OME as well as production of additional OMEs to support future Orion missions. Note: The OME was previously called the Service Module Main Engine (SMME) in the Sources Sought notice (80JSC018SMME) posted on February 14, 2018. GOALS OF INDUSTRY DAY: The goals of Industry Day are to: 1. Promote competition on the proposed acquisition 2. Share the Government's current vision for the Orion Crew & Service Module Office 3. Provide industry with the opportunity to meet with the Government early enough in the procurement process to provide input into the procurement strategy 4. Allow NASA/JSC to better utilize industry input to improve any future Requests for Proposal (RFP). An oral Question and Answer Session will follow the Industry Day presentation. Please note that all answers provided to questions during the Skype Web Conference Industry Day will not be considered official answers. NASA/JSC encourages offerors to submit questions and comments in writing via the OME procurement website. The Government will officially respond to all written questions by posting responses to the FBO and OME websites after Industry Day. Industry Day is open to all firms interested in pursuing contracting/subcontracting opportunities on the OME procurement, whether they have previously performed work for NASA/JSC or not. All interested parties are encouraged to attend. OME SKYPE WEB CONFERENCE INDUSTRY DAY: The Skype Web Conference Industry Day is open to firms that are interested in pursuing contracting opportunities on the OME procurement. ONE-ON-ONE SESSIONS: To facilitate interactive communications with industry, NASA personnel will also be available for private meetings in person or via teleconference with individual companies in conjunction with Industry Day.
