Description
This notice is to notify industry that on September 26, 2018 a sole source requirement was awarded to American Safety and Health Institute, located in Chicago IL. This requirement was awarded to purchase training materials, student materials, and instructor application fee vouchers for Cardiopulmonary Resuscitation (CPR) and Automated External Defibrillator (AED) training. American Safety and Health Institute (ASHI) is the certifying organization currently used by the Office of Field Operations (OFO) to certify personnel in CPR/AED. The award will also provide instructional and student materials to the OFO field offices, and credential additional instructors within OFO The awarded amount for this purchase order was approximately $272,978.00. This sole source contract action was awarded under the authority of FAR 16.302-1(a)(2)(ii)(A). A determination by the government not to compete this requirement in the future may be based upon responses to this notice, and shall be solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Any company who believes they can provide the required service should e-mail their company's capability information along with pricing to the attention of David Banks no later than 3:00p.m. EST, November 1, 2018 at david.m.banks@dhs.gov. Only e-mail responses will be accepted. The full sole source justification is available upon request. The following information for the ASHI requirement is provided: ASHI has been selected by CBP and many other DHS components to provide CPR and AED certifications. Unlike American Heart Association (AHA) and American Red Cross (ARC), ASHI allows the approved training center to be centralized, regardless of state and training center boundaries. For instance, the Advanced Training Center in Harpers Ferry, WV, when they were training AHA certification, could not train outside of the area served by Jefferson Medical Center, the AHA training center. ASHI is particularly beneficial to Federal agencies with multi-state footprints, as these boundaries do not affect the ability to provide the training to their workforce. Additionally, outside of startup costs of instructor materials and application fees, the cost per student for certification is limited to that of student materials (books and certification cards) rather than a per-student cost to the organization itself (AHA/ARC). This represents a substantial cost savings per-student. Finally, ASHI allows more flexibility in adding specialized, specific subject matter to their programs (e.g. naloxone administration) which AHA/ARC does not.
