- Description OURCES SOUGHT ANNOUNCEMENT FOR DURABLE ELASTOMERIC MATERIALS The Naval Surface Warfare Center, Panama City Division (NSWC PCD) is seeking information from potential sources for durable elastomeric materials to be used on the Landing Craft Air Cushion Vehicle (LCAC). Due to the harsh operating environment of this fully amphibious air cushion vehicle, employed systems utilize highly durable, erosion-resistant, elastomeric coatings. The purpose of this Sources Sought notice is to determine whether industry can provide improved commercial off-the-shelf (COTS) solutions for elastomeric coatings for the following two applications. Rubberized flexible fabric: The LCAC skirt system is composed of flexible, elastomer coated fabric. It experiences significant wear and abrasion, particularly during overland operation on concrete apron and ramps. This results in increased sustainment costs and time consuming maintenance. NSWC PCD seeks improved, innovative elastomeric compounds or additives to improve durability of the skirt system. Below are desired mechanical characteristics to consider when offering a solution. Coated Fabric Objectives: Resistance to low temperatureNo cracking to -30°F per ASTM D2136-66 Resistance to flexural fatigueNo cracking to 6 x 105 cycles per ASTM D430-73 Resistance to UV radiationNo surface hardening or cracking per ASTM D750 Resistance to abrasion<8% loss per ASTM D5963 Erosion coatings for rigid structures: Numerous LCAC components and structures are exposed to high velocity flow containing abrasive elements such as water and sand. Surfaces of these components require durable erosion coatings to prolong component life and decrease operating costs. NSWC PCD seeks innovative materials and/or processes that can be applied to rigid structures to meet this urgent fleet need. Examples of surfaces that require protection include steel, aluminum, composites, and advanced polymers. Below are desired mechanical characteristics to consider when offering a solution. Rigid Structures Objectives: Resistance to UV radiationNo cracking, embrittlement, or loss of adhesion per ASTM G155 Resistance to rain erosionminimal loss and no cracking per ASTM G73 Resistance to abrasion<8% loss per ASTM D5963 Resistance to sand erosionminimal loss and no cracking per MIL-STD-3033 Adhesion peel strength >30 lbf/in Responses: Favorable responses will address the following: 1.Technical literature with complete description and specifications illustrating the ability of the product or technology to meet the above, or similar objectives provided in this announcement 2.Additional relevant documentation (product specifications, data sheets, user manuals, test reports, etc.) 3.Anticipated life-cycle of the product or technology in the intended environment 4.Current readiness of the product or technology and its availability 5.Future development or investment needed to evolve the product or technology to meet the objectives in this announcement Interested parties must provide electronic submittals to be received by the Government 45 business days from date of announcement. There is no specific format or outline that submittals must follow. Each response must reference the announcement title and be directed to the appropriate party as provided below.
