Description
USCG Sector Humboldt Bay intends to issue a sole source contract for the installation of an Automated Weather Observation System III (AWOSIII) at a secondary take off/landing site in order to maintain avionics operations during periods of low visibility weather. This is a notice of the Government's intent to negotiate and award a sole source fixed price contract to All Weather Incorporated under the authority of 10 U.S.C. 2304(c) (1) and Federal Acquisition Regulation (FAR) 6.302-1. Installation will commence on 1 October 2018 and will end no later than 27 October 2018. The service/requirements under this contract will include: materials, installation and FAA Certification of an AWOS III. This system is to include a AWOS system that observes wind temperature, dew point, rainfall, altimeter reading in inches of mercury (InHg) ceiling and cloud cover; Remote monitoring with National Oceanic and Atmospheric Administration (NOAA) quality control, VHF transceiver; Online records including initial set up and ongoing verification; Global connect including METAR (formatted weather reporting information) to web and hourly reporting with auto-updates; Visibility sensor, calibration kit and monitoring; Sky Condition Sensor with will provide sky conditions and precipitation. This system will be FAA certified and the contracting company will provide such certification along with installation, and yearly maintenance checks for the first 5 years. The North American Industry Classification System (NAICS) for this requirement is 334519 and the annual size standard is 500. This notice is published for information purposes only and is NOT a request for competitive offers and a solicitation will not be issued, however, any firm that believes it can meet the requirements herein may submit a written response. All written responses must include a written narrative statement of capability and detailed technical information demonstrating the company's ability to meet the requirements herein. Interested sources may identify their interest and submit capability information in response to this notice by 20 November 2018, 11:59pm Pacific Standard Time, via email to Samantha Watts at Samantha.C.Watts@uscg.mil A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretionary authority of the Government.
