- Multiple Station Regulated Medical Waste Removal/Disposal Services This is a Sources Sought Notice (NOT A SOLICITATION). The VA Cheyenne Health Care System, VA Sheridan Health Care System, VA Montana Health Care System, and the Eastern Colorado Health Care System are seeking potential responsible sources to provide Regulated Medical Waste Removal/Disposal Services. Please direct all questions to ian.boettcher@va.gov General Requirements: The Contractor will provide labor, transportation, collection, removal, treatment and destruction for the disposal of all Regulated Medical Waste generated by the VA Medical Centers (as well as all outlying facilities/clinics) found within the health care systems listed above. VA Medical Centers and all outlying facilities will be responsible for properly and lawfully packaging and storing the Regulated Medical Waste. VA Medical Centers and all outlying facilities will store the Regulated Medical Waste in containers supplied and approved by the Contractor. Regulated Medical Waste containers shall be leak-proof, have tight-fitting covers, and be kept clean and in good repair. The storage of Regulated Medical Waste shall be confined to an area on the premises to which only authorized personnel shall have access. Regulated Medical Waste may consist of plumbing pipes in varying lengths, patient loaded sharps in boxes and/or empty milk jugs, discarded blood, unwanted microbiological cultures and stocks, identifiable body parts (including those as a result of amputation), other human or animal tissue, used bandages and dressings, discarded gloves, other medical supplies that may have been in contact with blood and body fluids, and laboratory waste that exhibits the characteristics described above. All work shall be accomplished in accordance with Federal, State, and local regulations. The applicable federal regulations that are included but not limited to are the following: 1. Blood borne Pathogen Standard (OSHA), 29 CFR 1910.1030 2. Hazard Communication Standard (OSHA), 29 CFR 1910.1200 The Contractor shall provide the services enumerated above at the rates set forth which includes all applicable taxes, assessments, and related charges, including adjustments for it. The Contractor will provide all the necessary equipment to perform such services and all such equipment shall comply with all applicable federal, state, county, and municipal laws, regulations, guidelines and permits. The Contractor shall provide 40 and 96-gallon barrels. All barrel containers will be labeled according to all federal, state and local regulations. Contractor will supply all containers, dollies and installation. Any changes to type, size, amount of equipment, and the frequency of service may be mutually agreed to in writing by both parties without affecting the validity of the contract. Requests for changes and installation will be performed within 3 working days of the request. All interested firms shall submit a response demonstrating their capabilities regarding the above requirement. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely with the Government discretion. Firms responding should indicate whether they are, or are not, a small business, a socially and economically disadvantaged business, veteran owned small business/service disabled veteran owned small business or a woman owned business. The general definition of a small business is one that is independently owned and operated, is not dominated in the field of operation in which it is proposing on Veterans Administration contracts and with its affiliate. NAICS code to be used for this acquisition is 562112 ($38.5M). The Government reserves the right to consider all types of small business set-asides based upon responses hereto for any subsequent acquisition. Respondents are further requested to indicate their status as a foreign-owned/foreign-controlled firm and any contemplated use of foreign national employees on this effort. Any information submitted by respondents to this sources-sought synopsis is voluntary. This sources-sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not individually be notified of the results of any Government assessments. The Government s evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any small business designation (e.g. SDVOSB, HUB Zone, 8(a), WOSB, VOSB, etc).
