Description
SOURCES SOUGHT - THIS REQUEST FOR INFORMATION (RFI) IS RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10, MARKET RESEARCH. This is not a Request for Proposal (RFP), and nothing shall be construed herein or through the RFI process to commit or obligate to further action as a result of this RFI. This notice should not be construed as commitment for any purpose other than market research. This announcement is for information and planning purposes only and does not commit to any contractual agreement. Unsolicited proposals will not be accepted. There is no solicitation available and requests for a solicitation will not receive a response. This notice is intended as a market research tool to determine the capability of potential total small business sources for the requirements described herein. Any information submitted by respondents to this notice is strictly voluntary. An award will not be made based on responses to this notice. This is a Sources Sought Notice for the following: The purpose of this procurement is for CONTRACTOR to purchase two (2) 500kVA Mine Power Centers (MPC's) and have them delivered to the Nevada National Security Site (NNSS) located sixty-five (65) miles northwest of Las Vegas. After initial receipt inspection in Mercury @ warehouse (WH) 160, MPC's to be transported via escort approximately thirty-miles (30) north to the U1a Complex forward area for final receipt inspection and off-loading by CONTRACTOR. CONTRACTOR, with assistance from SUBCONTRACTOR will be responsible to transport MPC's underground into the U1a Complex via elevator or crane. SUBCONTRACTOR responsibilities include: 1. Specifying that the MPC's are constructed and fabricated in compliance with the referenced codes/standards detailed in Engineering Technical Specification Document No. 01888-SP-02, Revision 0. 2. Ensuring all electrical components meet NFPA 70, Article 100, by a testing agency such as the Underwriters Laboratory (UL) or another nationally recognized testing laboratory. 3. Ensuring completed assembly/individual components be lowered into the U1a Complex via the U1a Shaft or U1h Shaft Cage and transported inside the U1a Complex drifts w/o interference. Size and weight limitations are as follows: U1a Shaft, Line of Sight (LOS) using a crane is eight-foot three-inches (8'-3") by seven-foot three-inches (7'-3") and crane weight limit is forty-thousand (40,000) pounds to a depth of one-thousand (1,000) feet; U1h Shaft cage clear access is six-foot (6'-0") wide by eleven-foot (11'-0") deep by fourteen-foot six-inches (14'-6") high, with a maximum load capacity of twenty-thousand (20,000) pounds. The U1h Shaft under sling maximum load capacity is six-thousand (6,000) pounds with clear access of ten-foot (10'0") wide by sixteen-foot (16'-0") deep by fifteen-foot (15'-0") high. 4. Performing operational/performance tests of the MPC's upon completion of fabrication in accordance with MSHA, IEEE and ANSI standards/regulations as applicable. All tests performed shall be documented and submitted to the CONTRACTOR for approval. 5. Preparation of documentation (Drawings/Manuals/Spare Parts List, etc.) that supports operation of the MPC's. 6. SUBCONTRACTOR will provide technical expertise, hands-free technical guidance to assist in the off-loading and transporting of the MPC's by CONTRACTOR into the underground U1a Complex mining locations. Should assembly be required, hands-free technical guidance will be required. 7. SUBCONTRACTOR will provide list of suggested spare parts and upon CONTRACTOR approval ship the spares with the MPC's and detail them on the Shipping Manifest for inspection. MPC's required to power high voltage machinery (i.e., Alpine Miner/Antraquip Roadheader) to excavate new underground drift space for experiments. To maximize underground drift space utilization, the physical layout of the MPC's must permit them to be placed tight against external walls and not require rear access to perform any maintenance activities - thus all maintenance must be possible from side/front/top access. The Engineering Technical Specification (Document No. 01888-SP-02, Revision 0) is the governing document for the MPC's; the following design features selected from that document: 1. Designed for outdoor use. 2. High Voltage Section: a) One (1) 4.76kV, 40kA, primary vacuum interrupter load break switch with automatic 3-phase fault interruption capabilities. b) One (1) ground assembly. c) Three (3) surge arrestors. 3. Transformer Section: One (1) 500kVA, 4160V-480YV, 3-phase Transformer with Class 155 or greater insulation systems and completely enclosed except for ventilating openings. 4. Low Voltage Section: a) One (1) neutral ground resistor. b) One (1) 400A, 480V circuit breaker, with ground monitor trip, and lever action plug/receptacle. c) One (1) 250A, 480V circuit breaker, with ground monitor trip, and lever action plug/receptacle. d) Under voltage protection for circuit breakers. e) One (1) push/pull emergency power "off' button f) One (1) copper ground bus bar. g) Digital Ground monitoring system - Intermountain Electronic Model GMS- 540DZ or CONTRACTOR approved equal. Delivery location of both MPC's: NNSS, Warehouse 160, Mercury, NV 89023. Upon successful initial inspection, units then escorted to the U1a Complex forward area for final inspection and formal receipt. CONTRACTOR will off-load the MPC's and transport them underground into the U1a Complex with technical assistance from SUBCONTRACTOR. Should assembly underground by CONTRACTOR be required, hands-free technical guidance from SUBCONTRACTOR will be required.
