- Electronic Warfare - Air & Ground Survivability (EWAGS) Technology Request for Information (RFI) "Electronic Warfare Tactical Vehicle (EWTV) and United States Special Operations Command (SOCOM)" Disclaimer This is a Request for Information (RFI) synopsis. This RFI is for planning purposes only. This is NOT a request for Quotations or Proposals. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.202 (e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. No solicitation document exists and formal solicitation may or may not be issued by the Government as a result of the responses to this RFI. No award is intended as a result of this synopsis. The Government will not reimburse costs incurred by Respondent in response to this RFI, or for participating in information exchange regarding details of the RFI. Only U.S. citizens can respond to this RFI. Description The U.S. Army Research, Development and Engineering Command (RDECOM), Communications-Electronics Research, Development and Engineering Center (CERDEC) Intelligence and Information Warfare Directorate (I2WD) Electronic Warfare Air/Ground Survivability (EWAGS) Division is seeking information from Technical, Information and Engineering Services (TIES) contractors and/or performers regarding their ability to support existing Electronic Warfare Tactical Vehicle (EWTV) and United States Special Operations Command (SOCOM). Knowledge of these efforts is of significant interest for ensuring continuing operations CONUS and OCONUS associated with EWTV/SOCOM. The responses will be used primarily for planning purposes, but also for rapid investigation of special topics of interest. Responding to the RFI does not guarantee any further action on the part of the Army. Area of Interest (AoI) Background: EWTV, SOCOM Capabilities EWTV: EWTV is a mobile system which implements the GATOR EW capabilities into the MaxxPro Dash Mine Resistant Ambush Protected (MRAP) tactical vehicle as directed by Joint Urgent Operational Need Statement (JUONS) CC-0427 dated 12 Nov 2010 and Rapid Equipping Force (REF) 10 Liner. EWTV provides enhanced EW capabilities to defeat Remote Control Improvised Explosive Devices (RCIEDs) and increase situational awareness, force protection and survivability for our warfighters. The EWTV effort, includes material acquisition, embedded software and Graphical User Interface (GUI) design; vehicle integration; testing; training; and sustainment. This support shall be provided at I2WD and personnel will be required to be in place from 1 November 2018 thru 29 April 2020. Additionally, these personnel will be required to possess a TS/SCI security clearance for the entire Period of Performance (PoP). SOCOM Support: Due to current ongoing classified operations SOCOM Task Force requires Subject Matter Expert (SME) and technology support to protect national security and the warfighter. Support is sensitive in nature but at a high level includes delivery of novel Technology, Tactics, Techniques, and Procedures (T3P); relevant and modern training; and innovative technology solutions. This support shall be provided at I2WD and personnel will be required to be in place from 1 November 2018 thru 29 April 2020. Additionally, these personnel will be required to possess a TS/SCI security clearance for the entire Period of Performance (PoP). Response Interested parties are requested to respond to this RFI with a white paper and/or currently available existing support documentation. Multiple submissions for different technologies will be accepted. The responses shall include, but not be limited to: (a) description of the notional cost and schedule necessary to complete the task, and (b) references to any related publications, reports, and technical data analyses that further support the technical portion of the response. The government will review the submitted responses and may schedule further discussions with responding vendors individually. All emailed questions and RFI responses shall contain the subject line: EWTV/SOCOM. Responses shall be in electronic format, either ".docx" or ".pdf". White paper submissions shall be limited to ten (10) pages in length; there will be no limit on the submission of currently available materials. All information is requested within five (5) days of announcement. •Unclassified responses must be submitted to: usarmy.apg.rdecom-cerdec.mbx.i2wd-naps-rfi@mail.mil •Classified responses up to SECRET shall be submitted via SIPRNet to: usarmy.apg.rdecom-cerdec.mbx.i2wd-naps-rfi@mail.smil.mil. Responses submitted by contractors that contain U.S. classified military information (CMI) generated in conjunction with a DoD program should be classified in accordance with the applicable Security Classification Guide (SCG). Please include a copy of the SCG with the submission. Only U.S. citizens are authorized to respond to this RFI. If you do not have access to SIPRNet, Classified information will be accepted by mail; please mark it accordingly and send it via proper channels. Responses submitted by contractors that contain U.S. classified military information (CMI) generated in conjunction with a DoD program should be classified in accordance with the applicable SCG. Responses submitted that contain information classified by a foreign government (i.e. Canadian SECRET), should be handled with the same security procedures as U.S. CMI. If the security classification of the foreign government document is shown in English, no other classification marking will be applied. If the classification is not shown in English, the equivalent U.S. classification designation will be marked conspicuously on the document.
