- Request for information from Industry on improving acquisition lifecycle best practices for Post Production and Post Deployment Software Support. This report analyzes existing practices in contracting for Post Production Software in Sustainment (PPSS) for CECOM, RDECOM, AMCOM, and TACOM. There are no single contract type solution for all programs. However, we have developed a decision tree to assist contracting personnel to apply best practices across the directorates. Each contract is tailored to support the program and software for each system. Despite being a highly individualized process, room exists to implement change. CECOM, RDECOM, AMCOM, and TACOM contracting offices were surveyed to determine the types of contracts used, contract CLIN structure, the use of incentives and whether contracting is managed on a system basis, common domain or platform. Responses were cross- referenced with Paperless Contracting File (PCF) for verification. When possible, interviews were conducted for additional clarity. We discovered a wide array of PPSS contracting practices. The majority of contracts are Cost Plus Fixed Fee (CPFF). Due to the nature of the work, term is more common than completion. Often PPSS lacks a clearly definable completion event. A single software update could disable code; a simple fix requiring a few hours or weeks if it crashes the entire system. When clearly defined outcomes exist, contracts can be awarded as completion efforts. Examples include cloud computing migration, software updates and clearly defined patching events. There are cases where the contracting office migrated work to a completion effort only to later realize term was a better fit. In select instances, contracts are hybrids of more than one contract type. Contracts that had a component of fixed price structure were hardware were eliminated as an overall piece, due to that Contract Line Item number (CLIN) not being indicative of the sustainment piece. Our solution is to create a decision tree to guide the contracting office in using the technical information in order to adapt to this environment. This decision tree will contemplate the best contract type based on the length of program, definability of events and appropriate incentives.
