- Statement of Work (DRAFT) The Naval Warfare Center Aircraft Division (NAWCAD), AIR-4.5.5 Radar and Antenna System Division is seeking information/interested sources for the Facilities for Antenna and Radar Cross Section (RCS) Measurements requirement. The (FARM) performs indoor GPS antenna testing using simulated signals. The FARM performs these tests by transmitting simulated GPS signals from a set of antennae which are spatially arrayed to emulate the origin location of the GPS signal in space. See the attached Statement of Work for the requirements specific to this notice. DISCLAIMER This sources sought is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This sources sought does not commit the U.S. Navy to contract for any supply or service whatsoever. Furthermore, the Navy is not seeking proposals at this time. Responders are advised the U.S. Navy will not pay for any information or administrative costs incurred in response to this sources sought. All costs associated with responding to this sources sought will be solely at the interested party's expense. INTRODUCTION This is a Request for Information/Sources Sought notice to solicit comments, questions and feedback from industry regarding the Facilities for Antenna and Radar Cross Section (RCS) Measurements (FARM) GPS Anti-Jam Testing Modernization requirement. Interested parties may submit technical literature / brochures on their products and/or solutions that satisfy the requirements as set forth in this notice and the attached Statement of Work. THIS RFI IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible vendors capable of providing the equipment described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. ELIGIBILITY All interested businesses are encouraged to respond. REQUIREMENTS Description of Supplies/ Services: See attached Statement of Work SUBMITTAL INFORMATION It is highly recommended that interested businesses submit a capabilities statement, product catalog, website, business size and cage code. Rough Order of Magnitude pricing is also requested for planning purposes. Any other relevant information may also be submitted for consideration to aid in refinement of this requirement. It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single spaced, 12-point font (minimum) demonstrating ability to meet the requirements as described in this notice and the attached Statement of Work. This documentation should address, at a minimum, the following: •1. Company Name; Company Address; Cage Code, Company Business Size; and Point-of-Contact (POC) name, phone number, fax number, and e-mail address; •2. company profile to include number of employees, annual revenue history, office location(s), DUNS number, and a statement regarding current small/large business status; •3. statement regarding capability It is requested that responses to this RFI be submitted via email to William Waterhouse, Contract Specialist at william.waterhouse@navy.mil no later than 15 days from the date of this posting. The Government may or may not elect not to discuss submissions received in response to this RFI with individual responders. There is no requirement to respond to the RFI however, the Government places tremendous value on the information received and may utilize the information to finalize its acquisition strategy. The Government does not intend to award a contract on the basis of this RFI. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e) responses to this notice are not offers and cannot be accepted by the Government to form a binding contract/agreement. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. Responses to this RFI will not be returned. Respondents will not be notified of the results of the review. No formal solicitation exists at this time.
