Description
Sources Sought Notice The National Park Service has a requirement for the following project. If you are interested, please submit your detailed capabilities in WRITING to demonstrate same or similar experience. This is not a request for proposal or invitation to bid. No proposal package, solicitation, specification or drawings are available with this announcement. Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. If you choose to submit a package, clearly identify the park and project on your package: GRCA 229604 - Replace SCADA System, and identify your socioeconomic status (8(a), HUBZone, Service Disabled Veteran, WOSB, EDWOSB, and Small). Your email capability information MUST be 12 pages or less and be SPECIFIC to the scope provided. You must also provide a letter from your bonding company verifying your bonding levels. Your response is due no later than 2:00 pm Mountain Daylight Time on October 26, 2018. The Government anticipates a competitive acquisition for a single award holder IDIQ for a base year plus four (4) option years. The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition (the size of a small business firm includes all parents, subsidiaries, affiliates, etc.-see 13 CFR 121.108.) Misrepresentation of size status can result in penalties. All firms should be registered and certified in www.SAM.gov. Grand Canyon National Park Replace Plant Computer Operating System (SCADA System) NAICS Code: 541330 - Engineering Services Estimated Cost Range: $10M ceiling - IDIQ Estimated Period of Performance: January 2019 - December 2023 Pending Solicitation No. 140P2019R0002   Project Description: The purpose of this project is to replace/upgrade the park-wide water and waste water Supervisory Control and Data Acquisition System (SCADA) at Grand Canyon National Park. The work will include replacement of all active and inactive system controls, rehabilitation, and/or replacement of electrical equipment, and rehabilitation/replacement of the communication controls and systems throughout the park. Background: The current Supervisory Control and Data Acquisition (SCADA) system is a custom designed and built system utilizing Think & Do software with Koyo programming logic controllers (PLCs) to govern the water and wastewater systems. Various media is employed to communicate due to the remote and varied geography of the Grand Canyon National Park. The present system has 23 sites, 53 pumps, 41 motor operated valves, 58 variable speed drives (VFDs) and associated instrumentation. There are 4000 tags, 148 screens for PC based applications, and 80 screens for the touch screen based PLCs. Most of the PLC I/O is the Koyo 205 and 405 platforms with a PC based processor. The Think & Do software package is a graphical display and control package that operates on a standard commercial Windows XP PC machine. The Think & Do uses the PC as the processor that executes the flowchart programing. The current PLC racks and I/O are Remote I/O racks for the Think & Do PC. This package provides a single interface with a common tag database between the flowchart programming and the graphics. Interested vendors should possess the following specialized skills and experience and address the following in their responses to this Notice. Capabilities packages are limited to 12 pages. Interested firms MUST provide a letter from their bonding company to confirm their bonding capacity. • Designing and programing system architecture for large complex water and wastewater supervisory control and data acquisition (SCADA) systems. Identify specific software used. • Upgrading existing SCADA systems while maintaining and continuing to operate the existing system. • Troubleshooting SCADA logic and communication problems • Identifying the best communication means and methods and with installing SCADA communication systems to link remote and local locations. For example: antenna, wireless links, copper lines, fiber optic, etc.
