- Sources Sought Notice 1. General: This is a SOURCES SOUGHT and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. The U.S. Army Corps of Engineers (USACE), Northwestern Division, Portland District (CENWP) has been tasked to solicit a contract for Custodial Services in the Northern region of the Willamette Valley, Oregon. NO SOLICITATION IS CURRENTLY AVAILABLE. The official Synopsis citing the solicitation number will be issued on Federal Business Opportunities, www.fbo.gov, at a later date. The purpose of this Sources Sought is to gain knowledge of interest, capabilities, and qualifications of various members of the industry, to include the Small Business Community. Small Businesses, Small Disadvantaged Businesses (including 8(a) firms), Historically Underutilized Business Zone (HUBZone) Businesses, Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and Woman Owned Small Businesses (WOSB) (including Economically Disadvantaged Women-Owned Small Businesses (EDWOSB)) are highly encouraged to respond. Contract Information: CENWP expects to solicit a contract for custodial services in the Northern region of the Willamette Valley, Oregon. Please see the following URL: http://www.nwp.usace.army.mil/Locations/Willamette-Valley/. The proposed project will be a competitive, firm-fixed price (FFP) contract. Responses to this Sources Sought announcement will be used by the Government to support and make acquisition strategy decisions, including, if appropriate, a small business set-aside decision. 3. Project Description: CENWP requires Custodial Services for Willamette Valley Project, Oregon at the following sites: Foster Powerhouse, Foster Fish Facility, Foster related day use park, Green Peter Powerhouse, Green Peter related day use parks in Linn County Oregon and Detroit Powerhouse and related day use parks and Big Cliff Powerhouse in Marion County Oregon.. Work will include cleaning carpet, flooring, trash/recycling, windows, glass & mirrors, dusting, walls, doors & interior partitions, entryways, drinking fountains, restrooms & wash stations, kitchen & break rooms, powerhouse floors, litter control at campgrounds and boat ramps. Frequency of various services varies between daily, weekly, bi-monthly, quarterly, bi-annual, and annually. North American Industrial Classification Code (NAICS): 561720, Custodial Services Size Standard: $18,000,000 Product Service Code: S201 - Custodial Janitorial 4. Contractor Qualifications: CENWP seeks information from contractors regarding their experience and capabilities to perform the work required to complete this project. With respect to past experience, responses to this Sources Sought Notice should include a demonstration through references, project lists, or reports, that your company possesses experience completing projects that require services at multiple facilities across a large geographic area. For the purposes of this sources sought announcement, a large geographic area is defined as encompassing multiple facilities across at least 1,000 square miles. Note to interested parties: The northern Willamette Valley encompasses 3,000 square miles. With respect to capabilities, responses to this Sources Sought Notice should include evidence that the firm has experience completing elements of work described in paragraph 3. Project Description. Interested parties are advised that employees of the successful contractor will be required to go through security vetting, therefore, interested parties should be willing to provide background checks for employees that require unescorted access to powerhouses if they are interested in bidding on this requirement. Background checks shall be through the National Criminal Information Center (NCIC) and Terrorist Screening Database (TSDB). 5. Submission Instructions: Responses to this Sources Sought Notice must be submitted electronically (via email) SUBJECT: W9127N19B0006 Custodial Services in northern Willamette Valley, Oregon. Please send to Robbie Newland, Contract Specialist, at Robbie.Newland@usace.army.mil in either Microsoft Word or Adobe Portable Document Format by 4:00 pm Pacific Daylight Time Thursday, Oct 18, 2018. An acknowledgement will be sent to verify receipt. A response to this Sources Sought Notice shall be limited to five (5) pages and shall include the following information: a. The company's name, address, point of contact, phone number, email address, CAGE and DUNS number. b. The company's small business category (i.e., Small Business, Small Disadvantaged, 8(a) firm, Historically Underutilized Business Zone (HUBZone), Woman Owned Small Business(WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), or Service-Disabled Veteran-Owned Small Business (SDVOSB)) and business size. c. Relevant information on the company's experience and capabilities as it pertains to the proposed work outlined in the Project Description and the elements found in Paragraph 4. d. Information regarding a minimum of one project similar in size, scope, and complexity to this project, including a brief description of the project, customer name, timeliness of performance, contract number, customer satisfaction, and the dollar value. The Government may verify information in CPARS or PPIRS. 6. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought Notice or any follow-up information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or to provide feedback to respondents with respect to any information submitted. After a review of the responses a solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. All interested companies must be registered in the System for Award Management (SAM) at https://www.sam.gov and remain current for the duration of the contract to be eligible for award of a Government contract.
