Sources Sought Synopsis USACE SWT District RS Kerr Powerhouse's Hydropower Gates and Bulkheads 03 October 2018 This is a sources sought synopsis for the removal and installation of Gates and Bulkheads for RS Kerr Dam located in Keota, Ok 74941. Background: Dam Purpose: Navigation, hydroelectric power, and recreation. History of Construction: Construction began in April 1964. Closure occurred in October 1970. The lock and dam became operational for navigation in December 1970. Power units 1, 2, 3, and 4 were placed on line on October 5, July 27, September 1, and November 2, 1971, respectively. Type of Structure: The dam is constructed of rolled earth-filled material. The total length of the structure, including the spillway, powerhouse intake, and navigation lock, is 7,230 feet. The maximum height is 75 feet above the streambed. There is a service road to the right embankment and an access road to the lock in the left embankment. Spillway & Outlet Works: A gated, concrete, ogee weir type spillway extends partly across the existing river channel and a portion of the right bank between the power improvements and the navigation lock. The spillway weir has a net length of 900 feet and is surmounted by eighteen 50- by 44-foot-high tainter gates. The gates are separated by seventeen 10-foot piers which support a 5-foot-wide service roadway bridge. The spillway has a capacity of 1,542,000 cfs at the maximum pool elevation (19.5 feet above the top of the power pool). Hydrologic Data: The flood of record occurred in May 1943 with an estimated peak discharge at the dam site of 810,000 cfs The United States Army Corps of Engineers is performing Market Research for the purchase of the following: The effort is a turnkey contract with all work being performed by the contractor on site at the powerhouse. The contractor shall provide all materials, equipment, labor, instruments, tools, subcontractors, and supervision and management to complete all work required by this contract. The scope of work includes the following items, but is not necessarily limited to the items below: Restrictions: 1. The contractor shall only have access to one (1) intake gate or one (1) intake bulkhead at any time. 2. The contractor may have access to all three (3) draft tube bulkheads at the same time. Repair effort: 1. The contractor shall remove each gate and bulkhead from the gate or bulkhead slot by raising each gate or bulkhead to the upper level using the associated powerhouse crane (intake crane for intake gates and intake bulkheads, tailrace crane for drat tube bulkheads). 2. The contractor shall disassemble the gate or bulkhead undergoing repair to facilitate repair and painting. 3. The contractor shall transport the disassembled gate or bulkhead parts to the repair area. 4. The contractor shall clean and sandblast the disassembled gate or bulkhead parts in accordance with plans and specifications to facilitate repair and painting. 5. The contractor shall provide new hardware for disassembled gates and bulkheads in accordance with plans and specifications. 6. The contractor shall paint the gates and bulkheads in accordance with plans and specifications. 7. The contractor shall repair or replace gate and bulkhead seals in accordance with plans and specifications. 8. The contractor shall transport the now repaired gate or bulkhead parts to the intake or tailrace deck for re-assembly. 9. The contractor shall re-assemble parts in accordance with plans and specifications. 10. The contractor shall set and test all intake gates, intake bulkheads, and draft tube bulkheads in accordance with plans and specifications.
