- The purpose of this work statement is to obtain Construction Management (CM) Services for Independent living home modification. The Department of Veterans Affairs (VA), Vocational Rehabilitation and Employment Division (VR&E) has approved the Veteran for the Independent Living Program (ILP), which includes residential construction alterations. More general information regarding the Independent Living Program can be located on the following web link. http://www.vba.va.gov/bln/vre/ilp.htm Background: Title 38 of the United States Code, (U.S.C.), Section 3210, is the statutory authority for the Secretary of Veterans Affairs to provide programs of independent living services and assistance in various geographic regions of the United States. Under this authority, the Veterans Benefit Administration may enter into contracts to provide services, to include construction, to primary residences when deemed medically necessary to maximize independence in daily living. Construction Project Objective: This project is intended to increase accessibility inside the only bathroom. The work includes enlarging the existing bathroom, lowering and replacing the floor and sub-floor, replacing the tub with a roll-in shower, replacing the vanity with an accessible sink and relocating the existing toilet. Provide accessible kitchen and bathroom transitions (provide safe transition strips to access the kitchen and bathroom via accessible flooring transitions). Construct a new master bedroom by conversion of the patio (accessible master bedroom/sleeping area on the first floor of the home). Install handrails at the front and back entrances (accessible ingress/egress that will allow Veteran to transition safely in and out of the home).
