Description
Entitlement Program Support Information Entitlement Program Support Serves as program support for the Warrior Transition Command (WTC). Responsible for the overall management, control, development, coordination, training/education, and execution of the Special Compensation for Assistance with Activities of Daily Living (SCAADL) program for the Department of the Army. SCAADL is a voluntary program that authorizes compensation for catastrophically ill or injured Soldiers in an out- patient status. Supports Subject matter Expert (SME) for a program designed to offset the economic burden resulting from the need for a primary caregiver to provide a Soldier nonmedical care, support and assistance. The contractor will assist in will serve as the organizations focal point for the coordination, execution, and administrative requirements across all Army Components (active and reserve). Participates in the development of the Warrior Transition Commands (WTCs) goals, objectives and automated systems that drive program execution. Possesses the ability to disseminate, interpret, and apply laws, policies and regulations. The contractor should also be familiar with program goals and work processes. 1. Performs analytical tasks, researches and obtains raw data from component sources, automated systems and other government sources. Evaluates and converts data into meaningful management tools. Prepares coordinates and monitors administrative modifications and the implementation of organizational requirements. Maintains liaison with other organizations internal and external to the command and other government agencies to discuss and resolve administrative problems and makes recommendations to increase the effectiveness of the SCAADL program. Develops and executes plans of action that ensure that regulations and DA Pamphlets are developed as needed. Conducts detailed analysis based on a review of the Organizational Inspection Program (OIP), Staff Assistance Visits (SAVs), and Army Audit Agency and General Accounting Office inspection results. Evaluates and provides recommendations to the WTC leadership that addresses each issue identified for action/decision. Reviews and monitors overall program execution and makes adjustments as necessary based on circumstances and priorities. Routinely consults and coordinates activities with Defense Finance and Accounting Service (DFAS), Office of the Under Secretary of Defense for Personnel and Readiness (OSD-P&R) Assistant Secretary of the Army Manpower and Reserve Affairs (ASA M&RA), Army G-1, Regional Health Commands (RHCs), and other federal agencies. 2. Assist with the developing, coordinates, and executes training plans that educates critical stakeholder at all levels, to include Family members on the SCAADL Program. Participates in G-1 activities that define work prioritization, including work to be completed and deadlines for completion. Coordinates with other agencies as necessary to consolidate input from all stakeholders internal and external to the US Army Medical Command. Conducts training briefings, organizational inspections and Staff Assistance Visits as needed. Serves as the G-1's representative on teams or committees inside and/or outside the organization as needed. 3. Work is complex, requiring critical and independent judgement. Demonstrates the understanding of how to manage a highly sensitive program that is subject to intense Congressional and Department of Defense (DoD) scrutiny due to its impact on Soldier and Family well-being. Routinely collaborates with internal and external stakeholders. Manages and performs work involving the development and execution of program administration and reporting. Monitors and tracks SCAADL completion in accordance with regulatory requirements. Plans and executes the monthly DOD SCAADL report for the Assistant Secretary of the Army Manpower and Reserve Affairs (ASA M&RA) and Army G-1 review and DoD submission. Oversees the execution of the SCAADL recertification program. Ensures that the Regional Health Commands (RHCs) program managers and certifying officials execute SCAADL recertification every 180 days to validate eligibility. Also responsible for managing the SCAADL appeals process. This includes the preparation and completion of SCAADL appeal staff actions and packets, SCAADL tracking log management, WTC Staff coordination, and processing for WTC/MEDCOM Commander for a final decision. Provides advice and guidance to Regional Health Commands (RHCs) and other command SCAADL managers. Ensures that program objectives, milestones, and staff actions are properly executed in accordance with published suspense dates. Prepares and answers correspondence relevant to the program, prepares fact sheets, issues papers and decision documents as necessary. Makes decisions involving program interpretation for all Army Components. Performs other duties as assigned. 1. KNOWLEDGE REQUIRED FOR THE POSITION Comprehensive knowledge and skill in the concepts, principles and procedures to serve as a technical expert in the Army's SCAADL program in order to interpret, develop and promulgate policy, procedures and standards for WCTP. Knowledge of qualitative and quantitative techniques to analyze and obtain information, define problems, identify relationships, evaluate quality, assess impact, and assist in recommendations. Ability to conduct evaluations and assist customers in the correct procedures in determining organizational compliance with regulatory requirements. Knowledge of the command, its organizations, programs and policies, management systems and procedures to perform analytical studies and projects related to management improvement, controls and long-range plans. Skill in oral and written communications to clearly and concisely present study findings and recommendations to management officials. 2. REVIEW CONTROL Works along with the Branch Chief, the contractor will assist in determining objectives and requirements; plans and carries out assignments independently; provides technical advice and resolves problems as they arise; coordinates the work with others as necessary; determines the approach to be taken and methodology to be used; and interprets regulations and policy in terms of established objectives. The contractor will assist in informing the Branch Chief of potentially controversial or precedent-setting issues. Completed work is reviewed for effectiveness in meeting requirements, and compatibility with organizational goals. 3. GUIDELINES Guidelines consist of general Army regulations, administrative policies, Joint Travel Regulation, and Department of Defense Instructions, and may include interagency directives. Guidelines are not always directly applicable to specific work assignments. However, precedent studies of similar subjects are available for reference. The contractor will assist in the Branch Chief in choosing, interpreting, or adapting available guidelines to specific issues, problems, or subjects studied. 4. COMPLEXITY Work involves gathering information, identifying and analyzing issues and developing recommendations to resolve substantive problems. Utilizes qualitative and quantitative techniques to implement, analyze, evaluate the SCAADL Program activities and recommend policy changes when needed. Difficulty is encountered due to conflicting or incomplete information. Studies result in improvements to programs, events, command policies, work processes and the utilization of resources. The contractor will assist in developing methods to improve effectiveness and establishes criteria to measure effectiveness. The work requires recommending new approaches or modifying existing ones. Within the limits of broadly stated agency and command policies, the contractor will assist the government SME with setting criteria and planning goals, develops command inspection requirements, and forecasts future program and support needs. 5. SCOPE AND EFFECT The purpose of the work is to develop policies, procedures, methods required for accomplishing the financial planning, and evaluation functions of the program. The work involves changes or incompatibility between existing policy, operations or systems and proposed or new approved policy and systems. Within the limits of broadly stated agency and command policies, the employee sets criteria, planning goals, develops command inspection requirements, and forecasts future program support needs. The work performed contributes to the efficiency of the Army's SCAADL processes and to the accuracy and validity of programs and reports. 6. PURPOSE OF CONTACTS Contacts are with personnel within and outside the immediate organization, high ranking officials at HQDA, DoD, MEDCOM, DFAS, and other Federal agencies. The purpose of contacts is to provide guidance and direction on all SCAADL program matters, and to provide analysis of and attest to the accuracy and completeness of all data. In many instances, there are several courses of action that can be taken and the contractor will assist the government in use of a high level of skill in persuading management to follow the recommended direction. 7. PHYSICAL DEMANDS Work is primarily sedentary with physical effort to carry files and other light objects and walk to sites to conduct studies. There may be extensive travel associated with this position. 8. WORK ENVIRONMENT Work is typically performed in an adequately lighted, heated, and ventilated, and that require normal office safety precautions.
