***Amendment 1*** The Response Date for this Sources Sought Synopsis is hereby changed from October 8, 2018 to October 15, 2018. *********** Sources Sought Synopsis 402 SMXG ENGINEERING SUPPORT SERVICES PURPOSE/DESCRIPTION We are conducting market research to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for providing resources to develop Test Program Sets (TPS) for use with computer-controlledequipment to isolate failures within Line Replaceable Units (LRU) and Shop Replaceable Units (SRU). Our acquisition strategy is a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract consisting of task orders that will focus on software design, hardware design, and related documentation for TPS development. The contract estimate is $19.8M. The Contractor will provide professional engineering services at or below the SECRET level to supplement SMXG during workload surges by providing knowledge and expertise to develop Test Program Sets (TPS) for use with complex circuit card assemblies. The Contractor will assist the 402 SMXG by providing software and hardware design, documentation support, support equipment studies, manufacturing, logistics, and testing support for TPS development for use with computer-controlled equipment to isolate failures within Line Replaceable Units (black boxes) and Shop Replaceable Units (circuit cards). Contractor services will be performed primarily at the Contractor's facilities with occasional visits to Robins Air Force Base to conduct systems testing and integration tasks. The following types of support are required: Software Engineering. TPS software design and engineering support for the implementation of repeatable, defined, and documented software and firmware development processes, including the performance of requirements management, project planning, project tracking and oversight, quality control, and process improvement. Related support may include software development processes, integrated software management, and software product engineering. Hardware Engineering. TPS hardware design and engineering support for the research, design, and test of TPS hardware components, and to ensure that the components work together with related software. Documentation. TPS documentation support for technical writing and editing requirements related to TPS production. The Contractor may be required to provide support for publication review and/or photographic documentation. Technical Data Package. Technical Data Package development for the design, engineering, manufacturing, testing, and quality information necessary to enable the purchase or manufacture of an interchangeable item that copies the physical and performance characteristics of the original item without adding additional design engineering effort. Support Equipment Studies. TPS support equipment analyses covering the full spectrum of support. This can range from idea-based studies through planning for actual equipment installations. Requirements shall be structured to encourage the use of existing tools and equipment, and the use of commercial off-the-shelf (COTS) equipment. Activities may include designing, redesigning, modernizing, purchasing, refurbishing and/or testing support equipment as applicable. Systems Testing and Integration. Engineering support to define and develop TPS related test programs, plans and procedures, conduct testing, and evaluate and/or document the results as necessary. Testing and integration tasks may be required for component development, system compatibility, acceptance, functional, qualification, and beta on hardware and software systems.
