- The Maine Army National Guard (MEARNG) has a requirement to perform Individual Medical Readiness (IMR) and Fully Medically Ready (FMR) for Periodic Health Assessments (PHA) which include medical, dental service with treatments, vision screening, behavioral health screening, phlebotomy service and immunizations on all eligible service members. Services are to be completed on location at various MEARNG Armories & Training Sites across the State. The Estimated time-frame occurs from December 2018 through March 2019, occurring during drill weekend. (Which is only one weekend a month) The MEARNG is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to provide the PHA service. The Government is seeking information from industry about contract structure, quality surveillance techniques, relevant training and management oversight, as well as any other applicable information as it pertains to all of the services within the PHA. The Government encouraging industry to please respond to this informational request with capabilities, experience, best practices, dos / don't, and lessons learned in order to help shape our requirement. In addition, please articulate company experience, if any, with State or Federal Government contracts. Company registers in System for Award Management (SAM). Socio-economic status for the listed NAICS Code. The Government anticipating a performance based service acquisition set on a firm fixed price contract for a one year term. The Government is open and encourage industry to provide input on any performance scope metrics and why or why not it is a best fit. Recommendations to improve the approach/specifications/a draft PWS/PRS to acquiring the services. This notice is issued solely for information and planning purposes and it does not constitutea Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Darlene Howes, via email darlene.r.howes.civ@mail.mil no-later-than 4:00pmEST on Friday, 12 October 2018; and reference this synopsis number in subject line of e-mail and on all enclosed documents.
