- Description
- The U.S. Army Corps of Engineers, Philadelphia District, intends to initiate a negotiated, best-value Indefinite Delivery Contract (IDC) for Environmental and Biological Services Related to Marine and Navigable Waterways at Civil Works Activities in the Philadelphia District. The period of performance will be for one (1) year from the date of contract award plus four (4) one-year options in accordance with the terms and conditions of Request for Proposal (RFP) Number W912BU-18-R-0044. Services and investigations covered under this contract may be conducted on various types of sites including, but not limited to, stream and river floodplains, disposal areas, beach areas, open water (Ocean) borrow sources and wetlands within the Philadelphia District. Some of the labor categories that may be required in this solicitation are: Archaeologist, Biologist/Ecologist, Environmental Scientist, Field Technician, Fisheries Specialist, GIS Specialist, Senior Underwater Archaeologist, Laboratory Technician, Historian, Oceanographer, Water Resource Scientist, UXO Technician III, Principal Investigator (Cultural) and other technical and clerical labor categories. The acquisition will be solicited using the procurement process prescribed in FAR Part 15 of the Federal Acquisition Regulations. Proposals will be reviewed for completeness in satisfying the requirements of the RFP. Award will be made to the offeror whose proposal offers the best value to the Government in terms of the factors as stated. Technical factors, when combined, are more important than price. Technical factors are listed in descending order of importance. Award of a contract will not be based solely on a lowest price basis. Offerors shall submit their proposals in two separate parts; a price proposal and a technical proposal. Each technical proposal shall be evaluated on the basis of the following factors: 1) Professional Qualifications and Expertise of the firm in the Environmental field, 2) Past Performance 3) Management Plan, 4) Extent of Small and Small Disadvantage Business Participation and 5) Price. Questions regarding this RFP must be submitted no later than close of business on 01 November 2018. The Government may award a contract on the basis of initial proposals received without discussions; therefore, each proposal should contain the offeror's best terms. Solicitation No. W912BU-18-R-0044 proposals must be mailed/delivered to: US Army Corps of Engineers, Philadelphia District, Wanamaker Building, Attn: Akiba Muldrow 100 Penn Square East, Philadelphia, PA 19107. Proposal must be recieved by close of business (EST) on 16 November 2018. Solicitation documents, plans, and specifications will only be available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. Registration for plans and specifications should be made via FBO Internet homepage and hard copies will not be available. No written or fax requests will be accepted. It is the contractor's responsibility to monitor FBO for any amendments. Offerors are responsible for printing copies of the RFP and any amendments. All contractors are required to be registered in the DOD's Central Contract Register before award as required by DFARS 204.7300.
