Description

The Department of Veterans Affairs, Network Contracting Office 22, is issuing this Justification and Approval Notice to inform industry contractors of the intent to execute a Service Disabled Veteran Owned Small Business (SDVOSB) Sole Source award as prescribed in FAR 6.302-5, Authorized or Required by Statute. Prior to this notice, market research was conducted and concluded that Four Points Technology LLC., is a Certified Service Disabled Veteran Owned Small Business (SDVOSB) in the www.vetbiz.gov database. In addition, Four Points Technology LLC., has been a model SDVOSB and has provided these identical supplies under existing contracts with various Veteran Affairs Medical Centers (VAMC) and has established that in addition to providing the supplies being requested, it has the capabilities to provide installation, service & training. This sole source action is being acquired in accordance with the statue identified under Public law 109-461 Title 38 Veteran s Benefits U.S. Code 8127, which allows sole source contracts above the simplified acquisition threshold to be awarded to a small business owned and controlled by veterans and small business concerns owned and controlled by veterans with service-connected disabilities by using other than competitive procedures. This requirement is to provides seven (7) Dell Servers. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR part 13. The place of delivery is as follows: VA Loma Linda Medical Center, 11201 Benton Street, Loma Linda Ca, 92357 This Justification and Approval Notice is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this notice is for informational purposes only. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Interested parties may identify their interest and capabilities no later than 4:00 p.m. Pacific Standard Time on October 10, 2016. Interested parties shall e-mail all statements, pricing, and capabilities; the senders bear full responsibility to ensure complete transmission and timely receipt. All inquiries and concerns must be addressed in writing via e-mail to fredy.arteaga@va.gov with announcement number 36c26218P8911 referenced in the subject line.
