- Special Notice Notice of Intent to Award a Sole-Source Procurement The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network (VISN) 17, Network Contracting Office (NCO) 17, located at 5441 Babcock Road, Ste. 302, San Antonio, TX 78240 intends to solicit and award a sole-source firm-fixed priced service agreement for one (1) base year and four (4) option years to the University of Texas Health Science Center of San Antonio (UTHSCSA) for the following: 0001: Renewal of Service Agreement to provide Institutional Review Board (IRB) Functions Unit of Issue: MO Qty: 12 Brief Service Description: Contractor will review all human subject research protocols to ensure that the safety of research participants is followed and the proposed human research is safe for participants. IRB review and approval of VA research shall be conducted in accordance with 38 CFR 16, 45 CFR 46 Subparts A through D, 21 CFR 50 and 56 (where applicable), the VHA Handbooks and all relevant UTHSCSA and VA policies and guidelines. The UTHSCSA IRB will maintain current written Standard Operating Procedures for reviewing and approving human subjects research that incorporate, either by inclusion or reference, applicable VA policies and procedures. The outcome shall be an approve human subjects research protocol that can be reviewed and approved by the local Research & Development Committee (R&DC). Services will be performed at the South Texas Veterans Health Care Systems, Audie L. Murphy VA Hospital, 7400 Merton Minter, San Antonio, Texas 78229. The NAICS Code for this procurement is 813920 Professional Organizations with has a Small Business Size Standard of $15M. This action is accomplished under the procedures of FAR 13.5 Simplified Procedures for Certain Commercial Items, in accordance with 41 U.S.C. 1901. This notice is not to be considered a request for quotations or proposals. No contract will be awarded based on offers received in response to this notice; however, any offers received may be used to determine if a comparable source is available and more advantageous to the government. All responsible sources may submit a response; which, if timely received, will be considered by the agency. If parties choose to respond, any cost associated with preparation and submission of data or cost incurred in response to this announcement shall be the sole responsibility of the contractor and will not be reimbursed by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. If no affirmative written response is received by the response date and time, a purchase order will be issued to University of Texas Health Science Center of San Antonio without any further notice. Interested firms must respond by email directly to Jose.campa@va.gov no later than 11:00 A.M. CDT on 15 October 2018.
