- SOLICITATION 140P2018R0124 AMENDMENT 0001 AE IDIQ Intermountain Region Request for Qualifications The due date for SF330s is extended from Thursday, October 25, 2018 to TUESDAY, OCTOBER 30, 2018 AT 3 P.M. DENVER TIME. All question must be submitted by 12 p.m. OCTOBER 24, 2018. THE INCUMBENTS FOR THIS PROCUREMENT ARE: AHMB, LLC P14PC00006 A&E Architects, P.C. P14PC00007 REVISE THE FOLLOWING PARAGRAPH FROM; "The lead firm(s) selected for contract awards(s) will be predominantly an architecture or architecture/engineering firms(s) specializing in contemporary and/or historic architecture." TO; "The lead firm selected for contract awards(s) will be predominantly an architecture firm specializing in contemporary and/or historic architecture." 1. QUESTIONS: • We are a full-service landscape architecture firm. Are landscape architects able to submit for this? Is it architects only? • Can this IDIQ be led by an engineer that meets the small business criteria or do they need to be an architecture firm? • Would you prefer that an Architecture firm be the Prime on this contract? • Is there additional guidance you can provide about how much of a need there will be for architectural services, especially where noted in the RFP for "specializing in contemporary and/or historic architecture? • Would you prefer that an Architecture firm be the Prime? ANSWER: The prime firm is required to be listed under NAICS Code 541310 Architectural Services. Engineering firms/Landscape firms, etc who wish to submit SF330 Qualifications must also be a Small Business under the 541310 NAICS Code ($7.5M). Prime firms must also meet the requirements of FAR 52.219-14, Limitations on Subcontracting, that is 50% of the cost of contract performance incurred for personnel shall be expended by small business firms. 2. QUESTION: Could you clarify this statement for us: the National Park Service is encouraging prime/sub-consultant relations for this solicitation". Does this mean demonstration of past working experience as a team between the Architect and Subconsultant disciplines?" ANSWER: See X. Technical Evaluation Criteria, A Team Capability, in the Request for Qualifications. 3. QUESTION: Will there be a full and open solicitation released for the Intermountain Region? ANSWER: A decision has not been made at this time whether a full and open solicitation will be entertained. 4. QUESTION: Can you elaborate on any specific projects that might be solicited under this IDIQ? ANSWER: Specific projects have not been identified at this time. Please see Paragraph II, Types of Projects, in the Request for Qualifications. 5. QUESTION: How many contracts are expected to be awarded for this solicitation? ANSWER: The Government may elect to award a single task order contract or to award multiple task order contracts to one or more sources under this solicitation. 6. QUESTION: Is there any limit to the number of resumes you would like us to include? ANSWER: Please follow the guidelines in XI. Submission Requirements in the Request for Qualifications. 7. QUESTION: Regarding Section F. Example Projects which best illustrate Proposed Team's Qualification for this Project (Present as many projects as requested by the agency, or 10 projects, if not specified. Complete one Section F for each proposed project. How many related projects would you like to see from the architect and prime? ANSWER: Offerors may present up to 10 projects. Out of the 10 projects, it is the primes discretion as to the projects included. 8. QUESTION: How many Past Performance Questionnaires do we send out to references as the prime architect? Five projects? ANSWER: Five Past Performance Questionnaires is the maximum.
