- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. The Naval Facilities Engineering Command (NAVFAC) Far East, PWD Sasebo is considering issuing a single solicitation to consolidate two requirements that had previously been solicited and awarded separately into a single contracting action. The two requirements which were solicited and awarded separately were as follows: N40084-15-D-6001 Maintenance, inspection, testing, and certification services for Vertical Transportation Equipment (VTE) and Security Monitoring System (SMS) at CFAS Japan N40084-15-D-6002 Facility and Base Support Service (FABSS) The intent of this notice is to conduct market research to identify potential offerors and receive feedback regarding a potential consolidation. NAVFAC Far East, PWD Sasebo, is currently seeking interested contractors who are both willing and qualified to perform maintenance, repair alteration, demolition and minor construction for the following systems: - Aboveground Storage Tanks (AST) (32 EA) and Underground Storage Tanks (UST) - Automatic Door Systems (ADS) - Automatic Gate Systems (AGS) - Key Card Door Lock Systems (KCDLS) - Security Monitoring Systems and Equipment (SMSE) - Auto Lift - Vertical Transportation Equipment (VTE) All maintenance and repair shall be performed by personnel trained and certified by the Original Equipment Manufacturer (OEM) for VTEs and KCDLS. All maintenance and repair for ADS, AGS, AST, SMSE, and UST shall be performed by personnel who have ability, experience, knowledge, and proficiency to perform the work under this contract. -VTE: Personnel performing inspections and tests must be qualified per NAVFAC MO-118, American Society of Mechanical Engineers (ASME) or must have a certificate of Shokoki-Kensa-Shikaku-Sha . -ADS and AGS: Personnel performing maintenance must have a certificate of American Association of Automatic Door Manufacturers (AAADM) Certified Technician or Jido-Door-Seko-Ginoshi . -Personnel working with or on electrical or electronic equipment must be trained and certified per NAVFAC MO-200 or must be certified electrician (Denki kohjishi) certified per local regulations. -UST: Personnel performing maintenance must have a certificate of Chika-Tank-Nado-Teiki-Tenken Gijyutsu-Sha Koshu Shuryo-Sho . The company who will maintenance UST shall possess a certificate of Chika-Tank-Nado-Teiki-Tenken Jigyosha Ninteisho . -HAZARDOUS MATERIALS (HAZMAT) /HAZARDOUS WASTE (HAZWASTE): Personnel performing work shall possess a license of Kikenbutsu-Toriatsukai-Sha-Menjo (at least Otsu Yon-rui) or personnel with the possession of the license shall be on-site at all times when work is being performed by other trained HAZMAT / HAZWASTE handling personnel without the license. -All maintenance trade personnel certifying or inspecting repair or maintenance work that does not require an inspector certified by a governing directive shall be qualified at the journeyman level. Work locations are U.S. Fleet Activities, Sasebo (CFAS) including but not limited to Main Base, Fiddler s Green, Hario Housing, Akasaki POL Depot, Iorizaki POL Depot, Yokose POL Depot, Hario-Shima Ordnance, and Maebata Ordnance. The Government is contemplating using a multiple year (one year base period and four one-years option periods). The response will be used as market research to help determine the acquisition method utilized by the Government for this requirement.
