Description
The United States Army Contracting Command - Redstone Arsenal (ACC-RSA), Alabama on behalf of the Program Executive Office (PEO) Aviation for the Unmanned Aircraft Systems (UAS) Project Manager's Office (PMO) has a requirement to procure on a sole source basis, follow-on Engineering Services Support of the Hunter UAS for FYs 2019-2021. This requirement for the Hunter UAS consists of Engineering Services Tasks to include the following: (1) analysis or investigation, design, integration, material and test activities related to the system hardware or software, its configuration variants, and major subsystems and their constituent components. (2) Interoperability to perform hardware and software modifications to support continuing technology refreshment and risk reduction for technology insertion required to maintain the Hunter UAS. (3) demonstration/exercise activities to provide engineering, technical, and flight operations support for Government-identified demonstrations or exercises. (4) payload demonstrations/efforts for engineering and technical support of a complex payload (requiring extra mounting, integration, controls) and flight testing. The estimated period of performance is 42 months (FYs 2019-2021, plus a 6 month extension) from date of award, 12 months base (FY 2019) with two (2) (FY 2020-2021) one year options, and a 6 month extension. These Engineering Services are only available through Northrop Grumman Systems Corporation, 4067 Enterprise Way, Sierra Vista, AZ 85635-2273. It is anticipated the award will be a Cost Plus Fixed Fee contract. All responsible sources may submit a capability statement, proposal or quotation to the Agency listed in this notice. All submissions must be received by 29 October 2018. The proposed contract action is for Engineering Services for which the Government intends to solicit and negotiate with one source under the authority of FAR 6.302-1. Interested parties may identify their interest and capability in response to this requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this Synopsis will be considered by the Government. A determination by the Government not to compete the proposed contract, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
