Description
This is a market survey to locate potential sources to design, manufacture, integrate and test a modification kit for the Multiplatform Anti-Jam GPS Navigation Antenna-Federated (MAGNA-F) Controlled Reception Pattern Antenna (CRPA) and Antenna Electronics(AE) into the UH-60L aircraft via Modification Work Order (MWO). The potential contractor shall develop a MWO to replace the existing AN/ASN-128D Doppler GPS Navigation Set (DGNS) and the Blue Force Tracker-2 (BFT-2) GPS antennas with the MAGNA-F antenna, and provide connectivity to both the DGNS and BFT-2 systems; a technical data package to manufacture the modification kit and the required interactive electronic technical manual. The Government intends to utilize the Responsive Strategic Sourcing for Services (RS3) contract to perform this MWO requirement and only these companies that are currently under the RS3 contract shall respond to this market survey. The Government will provide the MAGNA Interface Control Document and Integration Guide (both documents have not been approved) upon request. The interested vendors may have to sign a Non-Disclosure Agreement with the Original Equipment Manufacturer in order to receive these two documents. Vendors capable of providing the hardware and support services must so indicate in writing to PM-AME Field Office, ATTN: SFAE-AV-AS-AME (Chung), 6007 Combat Drive, F3-140-131, Aberdeen Proving Ground, MD 21005. The response must include documentation such as drawings, test data/results, and other technical information demonstrating that the vendor can provide the required hardware and services. The intent of this Sources Sought announcement is to conduct market research to determine if responsible sources exist and to assist in determining if this effort can be competitive and/or set aside for Small Business. The Government will use this information to determine the best acquisition strategy for a potential procurement action. Interested sources are advised that the Government will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this Market Survey. Therefore, any costs associated with Market Survey/Sources Sought submissions will be solely at the interested source's expense. This Market Survey does not guarantee a contract by the Government. Responses should be received in writing by October 23, 2018. General Capability Questions: 1. Describe the qualifications of your engineering staff, who have experience in the design and production of applications similar in complexity and technology to (insert Equipment name) equipment.
