Funding is not currently available for the IDIQ or subsequent task orders. Proposals will be submitted at vendor's own expense. The objective of this contract is to continue the efforts to modernize and enhance the IT capabilities of Office of Regulatory Affairs (ORA) while maintaining a reliable, stable and secure operating environment aligned with the Department of Health and Human Services (HHS) and Food and Drug Administration (FDA) Enterprise Performance Life Cycle (EPLC) processes with the goal of driving down developmental and operating costs. The contracted effort will include both development, modernization, and enhancement (DME) and software applications operations and maintenance (O&M) for the ORA Criminal Investigations, Imports, and Systems for Inspection, Recalls Compliance, and Enforcement (SIRCE) investments. Overall objectives include: • Achieving a high level of user satisfaction with ORA IT solutions. • Providing reliable IT solutions that enable ORA to meet business needs. • Deployment of high-quality code that accurately meets the requirements. • Successful releases without introduction of unexpected problems. • Minimal need for emergency/corrective maintenance. • Minimal need to fix the same issue multiple times. • Maximum value out of limited IT budget resources.
