Description
RFI-R3-19-0001, Statement of Work This is a Request for Information (RFI) and is published for market research purposes only. In accordance with FAR Provision 52.215-3, Request for Information or Solicitation for Planning Purposes, (Oct 1997): (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: determining availability and adequacy of potential business sources prior to determining the method and structure of acquisition, described below. THIS IS NOT AN ANNOUNCEMENT OR REQUEST FOR PROPOSALS. NO CONTRACT WILL BE AWARDED FROM THIS RFI. The Government does not intend to pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. No communications that request additional information or a solicitation will be accepted or acknowledged. The Government is considering the solicitation and award of a Firm-Fixed Priced Services Contract, using Full and Open Competition procedures, pursuant to a formal Request for Proposals later this Spring. The NAICS Code will be 562211. As described in the attached draft Statement of Work, the Government seeks to identify whether there are qualified offerors that are capable of furnishing proposals for equipment, labor, supervision and materials necessary to pack, transport, treat/process and dispose of tritium and depleted uranium from twenty-nine (29) known getter beds and two (2) known paint cans currently staged at an EPA Superfund Site in Pennsylvania. Upon review of industry response to this RFI, the Government will determine whether this action should be solicited as a single award, or whether the Government should include provisions for multiple (partial) awards for individual tasks such as packing, and transportation and disposal, and whether it should make other changes to the Statement of Work. The duration of the eventual contract is undecided, and may include one base period of between 12 to 60 months. The Government is looking to make an award quickly, and intends to issue a solicitation shortly after responses to this RFI are received and analyzed. The period of performance is anticipated to begin in approximately May 2019. All responses to this RFI are for information purposes only. A response to this RFI will not result in a firm's name being added to a plan holder's list to receive a copy of a future solicitation. SUBMISSION REQUIREMENTS: In order to assist the Government in understanding the industry, your capabilities, and how best to structure the procurement, please answer the following eight (8) questions regarding your company's qualifications and ability to perform this type of work. Please limit your response to no more than five 8 1/2" x 11"pages in length, single-spaced, 12-point Time New Roman font: (1) What is your Company Profile, including number of employees, office location(s), DUNS number current business classification? (2) What is your Relevant Experience within the last five years, including any contract number, and Government/Agency or firm point of contact (POC) and current telephone number for the POC (include whether this was subcontract work and the type of work you performed as a subcontractor)? (3) Do you now possess a current, valid license from the U.S. Nuclear Regulatory Commission or Agreement State Radioactive Materials License to store, handle, and dispose of tritium? If no, please explain how you will be able to obtain one by time of anticipated award (July/August 2018). (4) Are you in in current compliance with the CERCLA Offsite Rule, 40 CFR 300.400? If not, please explain how you will be able to comply by time of anticipated award. (5) Are you capable of performing all work described above to pack, transport, treat/process and dispose of tritium and depleted uranium? (6) Are you able to furnish all equipment, labor, supervision and material necessary to transport, treat and dispose of tritium and depleted uranium? (7) Would your decision to submit an offer be affected if the Government were to structure the solicitation as a single award or as allowing partial awards? If yes, please explain how your decision would be affected. (8) Please provide any additional information you believe would assist the Government in structuring this procurement, including the attached draft Statement of Work; however, company sales brochures or marketing packages will be given very little weight, and may not be considered. Please explain the reasons for your answers in order to help the Government understand industry practice. In answering these questions, please note that the Government intends that all requirements of the future solicitation will be applied to all members of a joint venture or a newly created entity. Time is of the essence. Please send your Statement of Capabilities Packages electronically so that they are received by the Contracting Officer no later than 3:00 p.m. Eastern Time on October 26, 2018, or else they may not be considered.
