OCTOBER 10, 2018 36C24619Q0026 558-19-2-084-0004 The Department of Veterans Affairs, Network Contracting Office 6, Durham VA Medical Center, Durham, NC intends to award a contract for the purchase of iNomax Nitrix Oxide Therapy administered by the Inovent delivery System located at the Durham VA Medical Center. The NAICS code for this requirement is 325412 and business size standard of 1,250 employees. This is not a request for bids, quotes, or proposals. This is a SOURCES SOUGHT announcement only. The purpose of this notice is to conduct market research and obtain information from qualified businesses. The responses to this announcement will assist in determining the socio-economic set aside if feasible. VA is required by Public Law 109-461 to give first priority to SDVOSB and VOSB concerns if there should be sufficient firms available to compete under a set aside. If insufficient Veteran Owned and Small Business response is received to establish the basis for setting this action aside for Other Than Large Business participation then the action will be advertised as Full and Open Competition, in which case, all interested parties responding shall be eligible to bid. Background The nitric oxide is used on an as needed basis for patients in a critical care context in Surgical Intensive Care Units, Cardiovascular Laboratory, and Operating Rooms administered by a Respiratory Therapist that is trained and competent in the use of Nitric Oxide and delivery system where the proper use and administration may be essential to maintain blood oxygenation in critically ill patients which require pulmonary care treatment. Scope Contractor shall provide all labor, supervision and all resources to deliver the pharmaceutical nitric oxide with a delivery device to meet the terms of this contract. Provide various maintenance and calibration items, accessories, and disposables, and training, support, maintenance, pick-up and delivery. Contractor shall determine, based on Customer s requests and volume of use during the Term, the number of cylinders to be held in inventory at each of Customer s facilities that Contractor is able to provide at any given time. Contractor shall deliver as the Nitric Oxide is consumed. General Requirements Vendor shall be paid for nitric oxide by the hour used. Vendor shall provide all equipment and delivery devices necessary to provide this treatment. Vendor will provide all cylinders. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. All information submitted in response to this Sources Sought notice become property of the Government. Interested and capable respondents are requested to provide the information below.
