Description
The Embassy intends to conduct a pre-proposal conference, and all prospective offerors are invited to attend. The pre-proposal conference will take place at Wednesday, October 17, 11:00 AM, Israel Standard time, at the US Embassy Annex Building located at 11 Galgalai Haplada St., Entrance B, 3rd Floor, Herzelia Pituach, Israel. There will also be an option to video conference into the meeting. Point of contact for this conference is the following; Chanan Stern SternCC@State.gov 972-50-5486298 Interested parties wishing to attend must submit by Monday, October 15, 08:00 US Eastern Standard time, the following information: Name of attendee Firm the attendee represents For Israeli citizens, Israeli ID # For all other citizens US ID # Statement as to whether a laptop computer is needed during attendance Cell phone # of attendee. We also hereby reply to a question received regarding the solicitation: Q.1 We assume that the November 2018 starting date is in fact referring to the commencement of the engagement and not the commencement of the salary processing services. As you are no doubt aware, the execution of the Contract by a new supplier is to be followed by a relatively lengthy, complicated and expensive process, which will involve learning and understanding the client's requirements, characterization, implementation, assimilation, delivery tests, acceptance tests and a parallel running of the current and the new system in order to ensure then the end results of the new system are in compliance with the end results of the current system. A.1 Please refer to the statement of work, paragraph 1 - Start-up regarding the transfer from one contractor to the next. The idea of running two contracts parallell for more than a year is impraticable because a. the Embassy / Consulate General would not receive funding for this b. the outgoing contractor would not be willing to work that closely with the new contractor.
