Description
Quotations Due Date Extension and RFI Responses Solicitation Announcement for W912GB18Q0005 PURCHASE CONTRACT WITHIN POLAND 1. AGENCY: United States Army Corps of Engineers (USACE) Europe District (NAU). 2. NAICS: NAICS Code 561730 - Landscaping Services. 3. PLACES OF PERFORMANCE: Baza Lotnictwa Transportowego, Powidz, Poland. The Government anticipates all the work will be in Poland. 4. CONTRACT INFORMATION: The Government will award a purchase order resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will the best value to the Government. This solicitation is being advertised as a best value procurement. This acquisition will be an unrestricted action under full and open competitive conditions open to all eligible firms located in the NATO member nations. Small and Small Disadvantaged Business requirements are waived for this project due to its location OCONUS, which means that this procurement and administration of the ensuing contract will use U.S. procurement laws and regulation, and all eligible firms located in the NATO nations are invited to take part in this requirement. Performance Period: Contract performance period of 120 calendar days. 5. PROJECT INFORMATION: The US Army Corps of Engineers in Europe has collaborated with the Polish Ministry of Defense and NATO Investment Committee authorized Host Nation for tree cutting in a currently forested area within Powidz Air Base, Poland. The site area is approximately 38.18 hectares of densely forested land. Work shall be completed in accordance with this PWS, and the Specifications and requirements from permitting authorities identified on the attachment list. 6. SELECTION CRITERIA: The selection criteria listed below are in descending order of importance. The above mentioned Places of Performance and Project Information will be considered in evaluation of all criteria. a. Technical Approach & Schedule - The quoter shall submit a quote describing the approach to be used to accomplish the project objectives as stated in the PWS, Specifications, Drawings, requirements from permitting authorities, and any additional attachments included in the solicitation. The quoter shall also submit an estimated schedule based on the requirements of the PWS. The quoter will receive a rating of exceptional for a quote that meets or exceeds the project objectives and provides a schedule that is less than what is stated in the PWS. The quoter will receive a rating of acceptable for a quote that clearly accomplished the project objectives and provides a schedule that meets what is stated in the PWS. The quoter will receive a rating of unacceptable for a quote that does not clearly accomplish one or more project objectives and provides a schedule that exceeds what is stated in the PWS. b. Past Performance - The quoter shall provide three references of projects completed within the past 10 years. Experience consists of projects completed as a prime contractor or projects of qualified subcontractors that have the capabilities to perform this work. These projects need to be equal to or similar in scope of this requirement. The contractor shall provide dates and pertinent information to demonstrate how they are comparable to this requirement in size and complexity. The contractor shall include points of contact, titles, telephone numbers, and email addresses (if available) for all references. A higher rating will be received for similar project experience completed in Poland. Additionally, past performance may be based on the contracting's officer's knowledge of and previous experience with similar purchases acquired and any information contained in the Governmentwide Past Performance Information Retrieval System (PPIRS), contained at www.ppirs.gov. The quoter will receive a rating of exceptional for past performance that demonstrates successful completion of similar purchases on all references and the additional information retrieved from PPIRS and from the Contracting Officer is favorable. The quoter will receive a rating of satisfactory for past performance that has at least one reference that demonstrates successful completion of similar purchases and the information from PPIRS and the Contracting Officer is favorable. The quoter will receive a rating of unsatisfactory for past performance that does not demonstrate any successfully completed similar purchases on the references and the additional information from PPIRS and the Contracting Officer is not favorable. c. Price - The quote shall be inclusive of all costs to perform the work specified in the PWS. After a preliminary consideration of all quotations, the government will identify from all quotations one that is the most suitable to the user and screen all lower priced quotations based on the readily discernible value factors above. (b) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). 7. REQUESTS FOR INFORMATION: All questions are due by 01 October 2018 by 1400 CET. Send all questions, correspondence, and your completed quotation package to natasha.s.mckellum@usace.army.mil and david.neal@usace.army.mil with the RFQ number (W912GB18Q0005) in the subject line. Electronic quotations are preferred over paper responses, unless other arrangements have been made with the individual identified above. You may submit more than one quote. If you do, we will evaluate each separately. 8. PROPOSAL SUBMISSION REQUIREMENTS: Quotations may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, quotations must show- (1) The solicitation number; (2) The time specified in the solicitation for receipt of quotations; (3) The name, address, and telephone number of the quoter; (4) A technical description of the items being quoted in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (5) Terms of any express warranty; (6) Price and any discount terms; (7) "Remit to" address, if different than mailing address; (8) A completed copy of the representations and certifications at FAR 52.212-3, if applicable. (9) Acknowledgment of Solicitation Amendments; (10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and (11) If the quotation is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quotations that fail to furnish required representations or information, to include the technical information required in 52.212-2, or reject the terms and conditions of the solicitation may be excluded from consideration. 9.
