- NOTICE OF INTENT TO CONDUCT: National Cyber Range Complex (NCRC) Event Planning, Operations, and Support (NCRC EPOS) Industry Day and Release of Draft Documents This Special Notice W900KK-19-R-0011 is associated with previous announcements under Special Notice W900KK-17-NCR, Pre-solicitation Notice W900KK-17-NCRC, and Sources Sought Notice W900KK-18-R-0011 with amendments. All future announcements pertaining to the NCRC EPOS requirement shall be posted to FedBizOpps under Solicitation Number W900KK-19-R-0011. PROGRAM DESCRIPTION: The Test Resource Management Center (TRMC) is seeking industry participation for a multi-year National Cyber Range Complex (NCRC) Event Planning, Operations, and Support (EPOS) contract to support the mission of providing realistic cybersecurity environments to support Test and Evaluation (T&E) of major Department of Defense (DoD) acquisition programs and to enable the conduct of realistic training and certification events for the DoD Cyber Mission Force (CMF). NOTE: This effort is separate and distinct from activities related to the development and acquisition of capabilities to support the Persistent Cyber Training Environment (PCTE). BACKGROUND: The mission of the National Cyber Range Complex (NCRC) is to improve the resiliency and lethality of the nation's warfighters in the cyber-contested battlespace by delivering operationally representative cyberspace environments for T&E, training, and mission rehearsal. The NCRC team supports DoD acquisition program managers in the planning and execution of a wide range of cybersecurity activities throughout the lifecycle, including science and technology experimentation, architectural evaluations, security control assessments, cooperative vulnerability and penetration assessments, and adversarial assessments. As well, the NCRC supports training, certification, and mission rehearsal requirements for the Cyber Mission Force (CMF). Driven by the rapidly increasing demands for cyberspace T&E, training, and mission rehearsal across the DoD, TRMC is leading the expansion of the capacity and capabilities of the NCRC. In addition to the existing elements of the NCRC, new NCRC sites will be established within government-controlled facilities at the following locations: Orlando, FL, Charleston, SC, Patuxent River, MD and Fort Walton Beach, FL. In the future, additional NCRC facilities may be established in order to meet emerging DoD requirements. At maturity, the NCRC will consist of an integrated and interoperable federation of facilities designed to enable the planning and execution of very large-scale, complex, distributed cybersecurity T&E and training events. THIS EFFORT IS FOR THE CYBER EVENT PLANNING AND OPERATIONS SUPPORT AT GOVERNMENT CONTROLLED NCRC FACILITIES AT THE PRE-SELECTED LOCATIONS LISTED ABOVE. IT IS NOT FOR THE DESIGN AND BUILDOUT OF THE ACTUAL FACILITIES OR THE DESIGN AND BUILDOUT OF THE CORE NCRC INFRASTRUCTURE CAPABILITIES. INDUSTRY DAY: In partnership with TRMC, the U.S. Army Contracting Command - Orlando (ACC-ORL) and the Program Executive Office for Simulation, Training, and Instrumentation's (PEO STRI) Project Manager for Instrumentation, Targets, Threat Simulators and Special Operations Forces Training Systems (STS) (PM ITTS) are hosting an NCRC EPOS Industry Day and a site visit/tour of the National Cyber Range (NCR) on 27 November 2018. The NCRC EPOS Industry Day will be held in Partnership III (PIII) building located at: 3039 Technology Parkway Orlando, FL 32826. The agenda for 27 November 2018 is below and will be updated accordingly with more details and logistical information as amendment to this Special Notice. For planning purposes, it is the intent of the Government to release the NCRC EPOS Draft Request for Proposal (RFP) in 1QFY19 and to hold a Pre-Solicitation Conference to include one-on-one sessions tentatively planned for 28 - 30 November 2018 following Industry Day. Further confirmation of the Pre-Solicitation Conference and one-on-one sessions will be announced in conjunction with release of the Draft RFP. Date Time Event Location 27 Nov 2018 0900 - 1200 NCRC Industry Day PIII 321 A/B 1300 - 1700 NCR Site Visit/Tour Lockheed Martin Facility NCRC Industry Day Tuesday, 27 November 2018: The intent of Industry Day 0900-1200 on Tuesday, 27 November 2018 is to provide industry partners with an overview of the NCRC, including NCRC tools, the NCRC concept of operations, and a discussion of the new NCRC sites. To ensure adequate space, industry partners are limited to two (2) representatives per company for this Industry Day event. NCR Site Visit/Tour Tuesday, 27 November 2018: Attendees will also have the opportunity to tour the NCR at Lockheed Martin Rotary and Mission Systems (LM RMS), Tuesday, 27 November 2018 from 1300-1700. The NCR tour at the LM facility is limited to two (2) representatives per company. The two (2) representatives must have appropriate clearances and visit request must be sent via Joint Personnel Adjudication System (JPAS). To accommodate this event, the tour will be divided into groups of 14 to 16 individuals; the number of groups will depend on the number of attendees who register for this event. Industry partners will be informed on a first come, first served basis, assigned group number with time slot for the tour. Industry partners will be requested to be punctual or risk their opportunity for the site visit/tour and to adhere to the schedule to afford all industry partners the opportunity to visit the NCR. The NCR facility is located at: Lockheed Martin Rotary and Mission Systems 100 Global Innovation Circle Orlando, FL 32825 Event Registration Requirements: Using the format included in the table below, industry partners wishing to participate in any or both of the events shall register by providing the names, company names, titles, and contact information (e-mail and telephone number) of their representative(s) via e-mail to the NCRC EPOS Contract Specialist no later than 1400 Eastern Daylight Time, 26 October 2018. Companies must have a NCRC EPOS Distribution Agreement and certified MILITARILY CRITICAL TECHNICAL DATA AGREEMENT DD Form 2345 with a current Data Custodian on file in order for the NCRC EPOS Contract Specialist to process the registration request. If attending both events, the two (2) representatives must be the same individuals to minimize logistical concerns. The two representatives attending the NCR site visit/tour will be contacted via email with further instructions and directions to submit their clearance and visit request via JPAS and with information on their assigned group number and site visit/tour time slot. NCRC EPOS reading room availability will be announced and posted as an amendment to this Special Notice. Foreign Nationals may NOT attend this event. Electronic devices including but not limited to wireless devices, cellular telephones, smart watches, Fitbits, laptops, personal computers, tablets/electronic pads, cameras and/or recorders are not allowed in the meeting rooms or during the NCR site visit/tour. Video or audio recording of any of the NCRC Industry Day and NCR site visit/tour is not allowed. Any industry representative found to be recording any portion of the sessions will be asked to leave immediately and will not be allowed to re-enter. All questions will be captured during the sessions and answers to all questions asked by industry partners will be posted to FedBizOpps. IMPORTANT NOTE REGARDING PARKING: Due to limited parking in the Partnership II/III parking lot, all visitors must park in the large parking lot on the corner of Science Drive and Technology Parkway. The Partnership II/III parking lot is authorized parking for occupants only. Also, do not park in the AT&T parking lot, across the street, as your car will be subject to being towed. NCRC EPOS DRAFT DOCUMENTS: Revisions to previously released NCRC EPOS draft Performance Work Statements are available for review by Industry. Several additional draft documents are available to include a Quality Assurance Surveillance Plan; DD Form 1423, Contract Data Requirements List; and, DD Form 254, Department of Defense Contract Security Classification Specification. In accordance with DODI 5230.24, Export-controlled items marked Distribution Statement C shall not be disseminated outside the U.S. Government or to U.S. DoD Contractors without first verifying the recipient's eligibility and authority to receive export-controlled information by ensuring they have a current, valid DD Form 2345. Therefore, U.S. DoD Contractors that would like to receive a copy of the NCRC EPOS draft documents shall submit a current certified DD Form 2345 to Mr. Robert D. Baird, Contract Specialist, via email at robert.d.baird10.civ@mail.mil. The Contract Specialist will provide U.S. DoD Contractors with a Distribution Agreement after verifying the validity of the DD Form 2345. Each U.S. DoD Contractors must return the completed Distribution Agreement to the Contract Specialist via email to complete the document eligibility and release process. A vetting process will be used by the Procuring Contracting Officer and the Project Manager's designated representative to review Distribution Agreement submissions and authorize release of the NCRC EPOS draft documents. The U.S. Government reserves the right to withhold distribution of the Export Controlled documents to any respondent to this notice that is not eligible to receive unclassified technical data that is under the control of the U.S. Department of Defense (DoD). The Contract Specialist will disseminate NCRC EPOS draft documents via the U.S. Army Aviation and Missile Research Development and Engineering Center (AMRDEC) Safe Access File Exchange (SAFE) (https://safe.amrdec.army.mil/SAFE/) to the Data Custodian named on the DD Form 2345. U.S. DoD Contractors authorized to receive the NCRC EPOS draft documents will be provided a signed copy of the Distribution Agreement in the package routed via AMRDEC SAFE to the Data Custodian. In partnership with TRMC, ACC-ORL and PEO STRI/PM ITTS continue to seek pre-solicitation feedback from responsible and eligible U.S. DoD Contractors interested in the NCRC EPOS business opportunity. All responsible sources may submit questions/comments: a comment review matrix (CRM) spreadsheet will be provided with the NCRC EPOS draft documents. For continuity sake, please use the CRM to document questions/concerns. Material samples will not be accepted. Information papers will not be accepted. Any document that is submitted and not accepted will be returned to the U.S. DoD Contractor via AMRDEC SAFE. It is imperative that business concerns responding to this notice articulate their feedback clearly and adequately. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary information in any resultant RFP. When submitting a completed CRM, it must be routed to the Contract Specialist via AMRDEC SAFE. Instructions for the use of AMRDEC SAFE can be found at the following: https://safe.amrdec.army.mil/SAFE/Help.aspx. All responses to this notice received prior to 3:30 pm Eastern on 26 October 2018 will be reviewed. The U.S. Government is not obligated to respond to questions/comments, or other respondent information, with feedback and/or evaluation information regarding the respondent's individual statements. Updated versions of NCRC EPOS documentation may become available at a later date. For example, the U.S. Government anticipates release of a draft RFP during the 1QFY19. NCRC EPOS PRE-SOLICITATION CONFERENCE: The Government's preference is to conduct a Pre-Solicitation Conference in conjunction with the Industry Day/Site Visit. In doing so, the Pre-Solicitation Conference would follow the Industry Day/Site Visit and most likely occur 28 November 2018 - 30 November 2018. This tentative schedule would accommodate One-on-One Meetings with Industry. However, announcement of the actual schedule for a Pre-Solicitation Conference is contingent upon receiving required approvals to release the Draft RFP to Industry. Therefore, you are encouraged to continue monitoring FedBizOpps for future updates and announcements. SPECIFIC INFORMATION CONCERNING THE ACTUAL DATES FOR A PRE-SOLICITATION CONFERENCE AND REGISTRATION PROCEDURES WILL BE INCLUDED IN THE SAME ANNOUNCEMENT WHEN A DRAFT RFP IS POSTED. THIS NOTIFICATION OF THE GOVERNMENT'S INTENT IS PROVIDED TO INDUSTRY FOR PRE-PLANNING PURPOSES ONLY AND IS SUBJECT TO CHANGE. SUMMARY: This Special Notice is intended to inform Industry: - All future announcements pertaining to the NCRC EPOS requirement shall be posted to FedBizOpps under Solicitation Number W900KK-19-R-0011; - Invite responsible U.S. DoD Contractors interested in the NCRC EPOS business opportunity to register no later than 26 October 2018 for participation in the Industry Day scheduled on 27 November 2018; - Inform responsible U.S. DoD Contractors interested in the NCRC EPOS business opportunity that NCRC EPOS draft documents are available and may be requested in accordance with the instructions provided herein; - Remind Industry the Government continues to seek pre-solicitation feedback from responsible and eligible U.S. DoD Contractors interested in the NCRC EPOS business opportunity; - Provide an update concerning the release of a draft RFP; and, - Express the Government's intent to conduct a Pre-Solicitation Conference with emphasis the tentative dates provided herein are subject to change and the information is intended to be used by Industry for pre-planning purposes only.
