- This notice constitutes a REQUEST FOR INFORMATION (RFI). This announcement seeks information from industry and will ONLY be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS RFI. Respondents will not be notified of the results of the evaluation. The Government will not pay for any response expenses. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government is specifically interested in technologies, methodologies, ideas and solutions for the construction of The Rio Puerto Nuevo Project in San Juan, Puerto Rico. The information received will be used to support a market analysis for the project. The Rio Puerto Nuevo (RPN) and its tributaries covers a highly developed area of the San Juan Metropolitan area of Puerto Rico. Intense development in the drainage basin has altered the natural drainage patterns, significantly increased the runoff water, and restricted the flows in the flood plain. The existing channels and many bridges are undersized and in poor conditions. Development extends to the banks of the channels and hinders flood flows. Floods greater than the two-year event cause extensive damage. Flood waters from the Rio Puerto Nuevo represent a continuous threat to a significant portion of the population of over one million residents and to the economic activity of the San Juan metropolitan area. The Rio Puerto Nuevo Flood Control Project drains a highly developed 25 square mile basin and is designed to provide a 100 year flood protection for the areas adjacent to the Puerto Nuevo Channel and its tributaries, specifically by the following constructible features: • 11.2 miles of channel improvements to the existing Rio Puerto Nuevo and Rio Piedras and to five tributaries: Margarita, Josefina, Doña Ana, Buena Vista, and Guaracanal. The project plan includes 1.66 miles of bullheaded trapezoidal channel and 9.54 miles of concrete rectangular channel. • Two baffle pier stilling areas. • Two high velocity flow junctions with tributary streams Buena Vista Diversion Channel and Guaracanal Channel. • Two upstream debris basins with side-overflow spillways. • Replacement of 17 bridges (15 highway and 2 pedestrians). • Modification of 8 bridges. • Construction of 5 new bridges (3 highway and 2 pedestrians. • Kennedy Expressway and De Diego Expressway Bridge Modifications. • Sidewalks and bike paths for recreation. RESPONSES Industry is asked to provide a written response addressing the following objectives or questions: 1. This program consists of multiple construction projects. The total estimated value of the entire program is approximately $1,000,000,000.00. 2. What is your maximum bonding capacity? 3. What experience do you have working in Puerto Rico and how would you handle the logistical challenges working in this location (i.e. labor, material/supplies for construction, and lodging etc.)? 4. Have you ever performed work in Puerto Rico as the Prime Contractor? If so, what experience do you have working with Sub contractors and Material Suppliers in this construction market? 5. What experience do you have working with Small Businesses? 6. After reviewing the Scope of this project and the required elements of work, what do you consider to be an ideal grouping of project features into separate contracts? 7. What are your recommendations regarding the optimum range of cost for each of these contracts and what time frame is needed to complete each of these contracts? 8. What experience do you have with Design-Build, Design-Bid Build and Early Contract Involvement (ECI), methods of delivery? Based on this experience, which of these contracting methods would you recommend and why? 9. What contract type would you recommend i.e. firm-fixed-price type contracts, cost reimbursement type contracts, or incentive contracts for this requirement and why?
