- Pursuant to FAR 13.106-1(b), the Department of Commerce, Office of the Secretary intends to issue a sole source purchase order to Alliance for Telecommunications Industry Solutions (ATIS) for ATIS affiliate membership (required for 3GPP membership) and ATIS 3GPP individual membership for the National Telecommunications and Information Administration (NTIA). NTIA is the Executive Branch agency that is principally responsible for advising the President on telecommunications and information policy issues. NTIA's programs and policymaking focus largely on expanding broadband Internet access and adoption in America, expanding the use of spectrum by all users, and ensuring that the Internet remains an engine for continued innovation and economic growth. To continue the work of NTIA's various operating units, such as the Institute for Telecommunication Sciences (ITS) and the Office of Spectrum Management (OSM), in 5G standards and other emerging technologies, membership in the appropriate Standards Development Organizations (SDOs) is required. The intent of this notice is not to request competitive quotations and no solicitation is available or will be issued. Any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. Interested parties may submit a description of their firms' capabilities for satisfying the requirement, which demonstrates they possess the ability to successfully perform this effort.
