Description

The Department of Veterans Affairs, Network Contracting Office 17, hereby provides notice of its intent to award a sole-source, firm fixed price task order with a base year and 4 option years, for an advanced water monitoring system service. The facility is located at the South Texas Veterans Health Care System, Audie L. Murphy VA Hospital, San Antonio, Texas. The contractor is Phigenics, LLC, 38701 West Avenue, Suite 100, Warrenville, IL. 60555.The task order is expected to be awarded under FAR 8.405-6(a)(1)(i)(B) under Phigenics GSA Federal Supply Schedule GS-21F-0041F. A Limited Sources Justification and Approval for Other Than Full and Open Competition is being prepared. The contractor provides maintenance of equipment, data hosting and water testing at the Audie L. Murphy VA Hospital. Phigenics is the exclusive manufacturer and proprietor of the Phigenics (PWA) Advanced Monitoring System. The contractor owns the proprietary rights to manufacture the PWA Advanced Monitoring System and the system. Phigenics does not have any authorized 3rd party maintenance providers for equipment and does allow 3rd party companies access to historical data stored in data hosting system. The services required meet Department of Veterans Affairs' legal obligation to continue to receive, without interruption, the maintenance support services, historical data and water sampling which is vital to Patient Care. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement no later than October 24, 2018 4 PM, CST. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Interested parties are encouraged to furnish information by email only with MAINTEANCE & WATER MONITORING in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contract Officer, Ross Futch by email at ross.futch@va.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements, including proof of training and certification for performing maintenance and service on the listed equipment and systems.
