Description
Exhibit A-Building Analytics Condensed Statement of Work The Jet Propulsion Laboratory (JPL), an operating division of the California Institute of Technology (Caltech) staffed with Caltech employees, is a Federally Funded Research and Development Center (FFRDC) under the sponsorship of the National Aeronautics and Space Administration (NASA). As a member of the NASA family, JPL is recognized as the agency's only FFRDC. Background : JPL currently utilizes several disparate EMCS systems including Tridium NiagaraAX, Klimo, Staefa MS2000, Smart1, Smart2, Pneumatic, MS-DOS, UNIX, and other miscellaneous control systems. Klimo, Staefa MS2000, Smart1, Smart2, MS-DOS, and UNIX hardware and software are beyond their useful life, and new replacement parts/factory support are no longer available making it difficult to recover when failures occur. In addition to expired support, the older MS-DOS and UNIX operating systems create a Cybersecurity risk and must be replaced with current DDC technologies. The NiagaraAX Framework is nearing end-of-life and all hardware and software must be transitioned to Niagara4, keeping with manufacturer best practices. To help JPL understand the competitive environment, we invite firms that are or may be interested in competing for this opportunity to respond to this Request for Information (RFI) by informing JPL of your company's interest and to comment, question, or recommend on the areas elaborated below. Please note that this RFI is not complete in terms of requirements, but rather is being used in assisting JPL in refining requirements to maximize competition. Overview : The EMCS Upgrade project includes the replacement of existing building and HVAC controls and adding new Direct Digital Control (DDC) systems as required in forty-eight (48) estimated 80% semi-designed buildings. Additionally, the project shall include Design/Build of new EMCS for 49 non-designed additional buildings. The project shall utilize the Niagara4 Framework by Tridium, Inc. for supervisory control and BACnet BTL Listed Distech ECB Series controllers to replace existing controls with new controls throughout the facility. The upgraded and new controls shall be integrated into the existing Niagara4 Supervisor along with providing a custom Graphical User Interface (GUI) and Dashboards for system monitoring, operation, fault detection diagnostics, and energy analytics for all buildings listed in Exhibit A. The project scope shall include the integration of several existing building metering devices into the existing Niagara4 Framework for energy monitoring and analysis. Anticipated Mandatory Qualification Critieria : All interested parties and prospective bidders must show evidence of meeting specific Mandatory Qualification Criteria. The Proposer, shall: 1. Be a licensed Distech factory representative 2. Be a licensed Vykon factory representative 3. Possess in-house design capabilities 4. Within the past five (5) years, have experience that matches the project's Statement of Work (SOW) requirements. 5. Have NiagaraAX, Niagara4, Distech 6001, and Niagara Analytics technical certifications (firm and it's personnel) and have: i. Performed new and upgrade of building automation systems using the Tridium Niagara Framework and Distech Controls greater than $2 million in cost; ii. Designed and implemented Model Predictive Control and Multi-Variable control schemes; iii. Implemented utility metering systems and energy dashboards. 6. Have a current Experience Modification Rate (EMR) no greater than 0.99. Re-Compete Timeline : Below is an estimated preliminary schedule that is subject to change: o RFI to Industry October 18, 2018 o Comments from Industry November 8, 2018 o Request For Proposal Released November/December 2018 Statement of Capabilities : JPL would appreciate receiving your expression of interest and the above requested information on or before November 8, 2018.
